Job Summary

The Emergency WASH Response in Sindh is a donor-funded project implemented by CRS in Sujawal to restore and strengthen safe water, sanitation, and hygiene services in disaster-affected communities. The project focuses on rehabilitating climate-resilient water systems, improving school WASH facilities, and promoting essential hygiene practices through community engagement. It also supports water quality monitoring and community-based management to ensure sustainability, while working closely with government and partners to reduce public health risks and enhance resilience in flood-prone areas.

For this implementation, CRS is Seeking a Field Officer, who will be responsible for engaging, mobilizing, and empowering communities to actively participate in the effective utilization, and sustainability of interventions of the project. These include hygiene promotion, proper use and maintenance of WASH facilities including sewerage systems, kitchens with eco stoves, community infrastructure including road and streets etc. The field officer will serve as a focal point for mobilization fostering ownership, accountability, and behavioral change to ensure long-term impact. The Field officer will support Project Manager to ensure effective MEAL system and process are in place that support high-quality programing and integration within the project and systems to adopt people centered approaches in all programs activities, coordination with relevant actors to ensure a holistic intervention. Your skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Roles and Key Responsibilities:

• Conduct regular community meetings, awareness campaigns, and consultations to promote participation and gather feedback on hygiene practices, infrastructure usage, and maintenance.
• Ensure the active inclusion of women, men, youth, elderly, persons with disabilities, and marginalized groups in all stages of the project.
• Build trust and ownership by involving communities in planning, decision-making, and monitoring of operation and maintenance processes.
• Promote safe hygiene practices, including handwashing with soap at critical times, safe water storage and handling, menstrual hygiene management, and proper use and cleaning of sanitation facilities.
• Educate and sensitize communities on the appropriate, equitable, and sustainable use of rehabilitated and newly constructed facilities.
• Encourage responsible use of infrastructure to prevent damage, misuse, conflict, or exclusion.
• Support the establishment and strengthening of village reconstruction committees to ensure community-led recovery and accountability.
• Facilitate the development of operation and maintenance (O&M) plans, and conduct training and orientation sessions with community members.
• Promote peer learning, exchange of good practices, and local innovations within and across communities.
• Work closely with the Field Engineer, project staff, and village reconstruction committees to coordinate social mobilization and technical implementation.
• Ensure social mobilization activities are fully aligned with broader infrastructure and project objectives.
• Document progress through comprehensive reporting, including photos, videos, case studies, and community testimonies to demonstrate impact and ensure transparency.
• Strengthen community capacity for conflict resolution, collective decision-making, and long-term stewardship of infrastructure.
• Facilitate linkages between communities and stakeholders including local government authorities to support sustainability and integration with district recovery plans.

Basic Qualifications

• Bachelor's Degree required in social sciences/development studies/DRR, or other related field required.
• Minimum of 4 years of work experience in project support, ideally in the field of community-based development projects
• Demonstrated ability to engage and mobilize diverse stakeholders.

Preferred Qualifications:

• Experience working with partners, participatory action planning and community engagement.
• Staff supervision experience a plus.
• Experience monitoring projects and collecting relevant data.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Required Languages - Required proficiency in written and speaking in English, Urdu, and Sindhi.

Travel – The position will be based in Sujawal, Sindh and must be willing and able to travel to Karachi, Islamabad and other program areas in the country where applicable.
