Finance Manager

Job Summary:
The Finance Manager will be responsible for managing all financial activities, including budgeting, forecasting, accounting, and reporting. The ideal candidate should have solid experience in Owners Association (OA) and management services, with strong leadership and analytical skills. Candidates with experience working in UAE government entities or semi-government companies will be given preference.

Key Responsibilities

Financial Management & Reporting

  • Oversee daily accounting operations, financial statements, and cash flow management.
  • Prepare accurate monthly, quarterly, and annual financial reports.
  • Develop and manage budgets, forecasts, and variance analyses.
  • Supervise reconciliation of accounts, payments, and receipts.
  • Ensure all accounting processes comply with IFRS and internal policies.

Owners Association (OA) Financial Operations

  • Manage OA financial activities including service charge budgeting, expense tracking, and reserve fund management.
  • Review OA financial statements and provide transparent reports to management and owners.
  • Monitor collections and manage cash flows for multiple OA accounts.
  • Liaise with auditors for annual OA audits and ensure timely completion.

Internal Controls & Compliance

  • Establish and maintain internal financial controls to ensure accuracy and integrity of financial data.
  • Ensure proper documentation and record-keeping for all financial transactions.
  • Handle VAT accounting and filing in compliance with UAE tax regulations.

Tendering & Contract Support

  • Participate in tender preparation, cost analysis, and financial evaluation of service providers.
  • Review vendor proposals and budgets for OA and property management services.
  • Ensure all tender processes comply with internal financial policies and transparency standards.
  • Work closely with operations to support vendor selection and contract management.

Leadership & Coordination

  • Lead and mentor the finance team to ensure accuracy and efficiency in financial operations.
  • Collaborate with operations and property management teams to support financial planning and community budgeting.
  • Advise senior management on cost optimization and financial performance improvements.

Requirements

  • Bachelor’s degree in Accounting, Finance, or Business Administration (Master’s preferred).
  • Professional qualification such as ACCA, CPA, CMA, or CA is an advantage.
  • Minimum 5 years of experience in finance/accounting, with at least 3 years in OA or property management.
  • Experience working in UAE government or semi-government organizations is preferred.
  • Strong knowledge of service charge budgeting, OA accounting, and community financial reporting.
  • Excellent command of IFRS and UAE financial regulations.
  • Proficient in accounting software (Tally, QuickBooks, SAP, or similar).
  • Valid UAE driving license.
  • Strong analytical, organizational, and leadership abilities.
  • Excellent written and verbal communication skills.
