The Agency's enabling legislation is codified in New Mexico's statutes annotated (NMSA) 1978 Chapter 9 Article 23, sections 9-23-1 through 9-23-13. The Agency's enabling statutes include the creation of five (5) distinct divisions including administrative services division, consumer and elder rights division, aging network services division, long-term care division and adult protective services division.
The Administrative Services Division of the Aging and Long Term Services Department (ALTSD) is responsible for the fiscal management of the agency's budget and financial operations and at the direction of ASD Director, supports the work to guide and inform on the financial performance of the organization with regard to short-term and long-term operational goals, budgets and forecasts, while also executing the budget in compliance with state and federal laws, regulations, policies, and procedures.

Why does the job exist?
Under the direction and supervision of the Budget Director, this position oversees and manages the activities of the ALTSD budget and is responsible for the day-to-day coordination of budget operations in accordance with statutory regulations, policies, and procedures.
How does it get done?
- Duties include developing and maintaining revenue and expenditure projections, updating projections on a bi-weekly basis using the most current information, meet with divisions monthly as well as providing ongoing guidance to program staff on budget processes and requirements and presenting completed projection reports to the Budget Director, Executive, and ASD Director upon request.
- The position performs monthly payroll reconciliations to ensure employees are paid from the correct departments and grants, prepares Budget Adjustment Requests (BARs) as needed, and monitors budget activity through reports generated from SHARE. *Responsibilities also include monitoring the internal purchase request email inbox, maintaining personnel task profiles, and creating new chart fields as needed.
- In collaboration with the Budget Director, the position assists in developing, coordinating, and completing the annual operating budget and appropriation request for submission to DFA State Budget Division and the Legislative Finance Committee, ensuring all statutory requirements and deadlines are met.
- The analyst also supports the preparation of financial budgetary schedules and documentation for the annual financial and compliance audit, reviews.
- The analyst will approve Personnel Action Forms and Compensation Action Forms for funding alignment.
- Other projects as assigned.

Minimum Qualification
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess a valid New Mexico driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences. Ability to lift 25 lbs.
