Job Summary:

The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 1. This position serves as a dedicated point of contact and financial resource for one or more areas of accounting. Working with direction from a Financial Manager and or Team Lead, this position has primary responsibility for all financial analysis, governmental accounting standards analysis, federal reporting and monitoring of assigned areas. This position provides financial expertise to the Department and programmatic leadership and to external partners, such as the Arizona Department of Accounting (ADOA) and the Auditor General (AG) on financial matters pertaining to assigned functions, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meetings of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Act as a single point of contact between the Division of Financial Operations (DFO) and all assigned areas, providing guidance and customer support.
Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel. Prepare appropriate materials for those meetings.
Research and analyze expenditures, revenues and obligations for the purpose of preparing external and internal financial reports.
Participate in cross-team collaboration, problem-solving sessions, and training.
Identify, research, review, analyze, and establish possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned areas.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Governmental accounting and fiscal principles; budget and state legislative process; principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control.
Statistical analysis and theory; report writing techniques; and general office practices and procedures.

Skills in:

Oral and written communications.
Initiating expenditure corrections, computer utilization, and analysis and interpretation of financial data.

Ability to:

Perform difficult and complex analytic work.
Write and speak with clarity; monitor appropriations, revenues, and expenditures; schedule and prioritize assignments; prepare and review federal reports for grants applicable to assigned programs.
Act as a single point of contact for assigned programs; write reports; set workflow priorities of assigned area and serve on cross-team task groups as necessary; and use applicable computer programs and software.

Selective Preference(s):

The ideal candidate for this position will have:

Bachelor’s degree in accounting, Finance, Economics, or Business Administration.

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily

required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
