Description of Work

This position serves as a Financial Analyst within the DHHS Office of the Controller, responsible for developing and maintaining cost allocation plans for smaller divisions and offices. The role involves collecting, analyzing, and validating financial and statistical data to ensure compliance with Generally Accepted Accounting Principles and federal regulations. The analyst prepares worksheets, schedules, narratives, and amendments for the Public Assistance Cost Allocation Plan (PACAP) and supports monthly cost allocation processes. The position also provides technical assistance and cost analyses for special projects and management requests. Work requires proficiency in database management and collaboration with internal stakeholders to maintain accurate and timely financial reporting.

Key Duties Include:

  • Collect and analyze financial and statistical data from multiple sources to develop cost allocation percentages.

  • Prepare worksheets, schedules, and supporting documentation for assigned cost allocation plans in compliance with federal regulations and GAAP.

  • Develop and maintain small to medium-sized cost allocation databases using Access and DB2 systems.

  • Create and update cost center narratives, including allocation base definitions and benefiting program listings.

  • Perform simulated and non-simulated cost injections between Access and NCAS systems to validate monthly allocations.

  • Identify and resolve allocation or distribution errors in coordination with General Accounting prior to monthly closing.

  • Prepare amendments to cost allocation plans and research inquiries from federal oversight agencies.

  • Generate decision-support reports for the Office of the Controller and conduct annual reviews to ensure continued functionality.

  • Coordinate collection and review of County Cost Allocation Plans and Indirect Cost Rate Proposals for compliance and accuracy.

  • Assist with special projects by providing technical analysis, statistical data collection, and cost modeling support.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $45,926.00 - $80,369.00
