Financial Analyst

DEPARTMENT: Finance – Accounting & Budgeting Division

REPORTS TO: Assistant Finance Director

CLASSIFICATION STATUS: Full Time, Exempt

ANTICIPATED STARTING SALARY: $65,000 - $72,000 annually

GRADE: 111

MAJOR FUNCTION:

Under general direction, the Financial Analyst performs advanced professional financial analysis, budget development, forecasting, and reporting functions for the City. This position is responsible for analyzing financial data, monitoring departmental budgets, evaluating revenue and expenditure trends, and supporting strategic financial planning initiatives.

The Financial Analyst exercises independent professional judgment in applying governmental accounting principles, budgetary controls, financial modeling techniques, and regulatory requirements. Work includes preparing complex financial analyses and reports, assisting with the annual budget process, supporting capital improvement planning, and ensuring compliance with federal, state, and municipal regulations.

This position functions at an advanced professional level and collaborates closely with department directors, division managers, and executive leadership to support data-driven decision-making.

ESSENTIAL FUNCTIONS:

Day-to-day tasks may vary based on departmental needs and the scope of the position’s expertise.

  • Develops, monitors, and analyzes departmental operating and capital budgets.
  • Performs revenue and expenditure forecasting and trend analysis.
  • Conducts variance analysis and prepares monthly financial performance reports.
  • Assists in the preparation and coordination of the City’s annual operating and capital budgets.
  • Participate in budget meetings, workshops, and hearings to support the development and administration of annual operating and capital improvement budgets.
  • Coordinate with HR on staffing changes and related budgetary impacts.
  • Supports long-range financial planning and capital improvement planning (CIP).
  • Analyzes financial impacts of proposed programs, policies, contracts, and initiatives.
  • Reviews transactions for proper fund and account allocation and ensures budget compliance.
  • Prepares financial models and scenario analyses to support executive decision-making.
  • Assists with cash management processes, including check reconciliation.
  • Assists with year-end closing processes including account analysis and preparation of adjusting journal entries.
  • Prepares statistical analyses and financial reports for internal management, City Council, and external agencies.
  • Assists with the annual financial audit and preparation of required supporting documentation.
  • Supports grant budgeting and financial reporting, including monitoring expenditures and revenue compliance.
  • Assists with preparation of the Schedule of Expenditures of Federal Awards and State Financial Assistance (SEFA).
  • Supports capital asset tracking and inventory analysis for financial reporting requirements.
  • Conducts special financial studies and projects as assigned.
  • May provide guidance and technical assistance to clerical or technical staff.
  • Performs other related work as required.

MINIMUM QUALIFICATIONS:

Training, Certifications, And Experience:

  • Bachelor’s degree from an accredited college or university in Finance, Accounting, Public Administration, Economics, or related field required.
  • Three (3) years of progressively responsible experience in financial analysis, budgeting, or governmental accounting preferred.
  • Experience in municipal or governmental finance preferred.

Knowledge, Skills, and Abilities:

Knowledge of:

  • Governmental accounting and financial reporting principles.
  • Budget development and administration practices for governmental entities.
  • Financial forecasting and analytical methodologies.
  • Federal and state laws, rules, and regulations related to municipal finance.
  • Internal controls and financial compliance standards.

Ability to:

  • Analyze complex financial data and present findings clearly and concisely.
  • Prepare and interpret financial statements, reports, and projections.
  • Develop financial models and perform scenario analysis.
  • Exercise sound judgment within established financial policies and procedures.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships with employees, management, elected officials, vendors, and the public.
  • Effectively operate modern office technology and financial software systems.

Skills in:

  • Researching, compiling, and summarizing financial and statistical data.
  • Advanced spreadsheet and financial reporting software applications.

SPECIAL REQUIREMENTS:

Must possess and maintain a valid Florida driver’s license. Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster. Meet FEMA requirement for NIMS certification.

PHYSICAL DEMANDS:

Physical Ability:

While performing duties of this job, the employee must be physically able to operate a variety of automated office machines, which include a computer, calculator, printer, copier, scanner, postage meter, etc. Employee is regularly required to sit, stand, and use hands to feel and handle; reach with hands and arms; talk and hear. The employee is occasionally required to walk, stoop, kneel, or crouch. The employee must occasionally lift and/or move items, not exceeding 25 pounds. Specific vision abilities required by this job include close vision, peripheral vision, and ability to adjust focus.

Sensory Requirements:

Ability to understand what others are saying in normal conversation and on the telephone; Ability to communicate clearly and concisely, both orally and in writing, with others and speak effectively on the telephone; Ability to see and read computer monitors and read normal and fine print.

WORK ENVIRONMENT:

Work is performed primarily in an office environment with frequent interaction with City staff and the public. The position requires the ability to manage multiple projects, meet deadlines, and respond to interruptions while maintaining accuracy and professionalism.
