Financial and Contract Supervisor (FINANCIAL ANL 3)

Under the general direction of the COO, independently provide high-level strategic budgeting, forecasting and analysis, and financial reporting. Prepare and establish budgets, organize resources according to budgetary plans, prepare routine and ad hoc financial reports using data from the general ledger and sub-ledger, sponsored and non-sponsored project budgets, and forecast and reconcile revenue and expenses. Responsible for pre- and post-award grant processes, budget preparation, analysis, and forecasting, and the control of complex budgets. Serve as department compliance officer for extramural funding, gifts, contracts, and unrestricted funds. Gather, manage, and analyze financial data from a variety of sources, including state general funds, state and federal grants, private grants and contracts, gifts, and other funding sources. Collaborate with the COO in long-range financial planning and forecasting.

The incumbent of this position serves as a working supervisor, trainer, and resource for department research administrators and provides advice and guidance to the COO, Research Administrators, and Faculty on research administration policies, practices, processes, and compliance. Attends training to ensure continuity of knowledge transfer related to research administration and finance. Serves on departmental and college committees as appropriate.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

• Bachelor’s degree in related area and/or equivalent experience and training.
• Supervisory and/or leadership experience in higher education demonstrating an ability to organize and manage a demanding workload for self and others.
• Demonstrated experience with award funding, project development and project management in a higher education setting, maintain accountability, establish audit trails and work with a complex accounting structure.
• Experience in financial analysis, forecasting and strategic planning to analyze and compile financial data and reports, and experience in analyzing complex accounting information or problems, deriving logical conclusions to provide a sound basis for establishing priorities, and selecting appropriate courses of action.
• Experience establishing and maintaining effective working relationships with contacts and colleagues including strong oral and written communication skills to communicate effectively and professionally; disseminate complex information clearly and concisely; and explain processes and procedures clearly and diplomatically to persons of varied background and experience.
• Knowledge and skills of university accounting principles to accurately manage accounts/projects and ensure transactions conform to legal and administrative policies.
• Knowledge and experience with research administration knowledge of program administration guidelines and compliance regulations of complex federal and state contracts, grants and cooperative agreements required.

Preferred Qualifications

• Experience coordinating documents and projects with Business Contract and Legal Affairs and to interpret regulations or guidelines and to recommend fiscally responsible and sound management practices.
• Experience serving as departmental compliance officer for federal awards, state and private foundation awards and industry awards.
• Organizational skills to plan, coordinate, set priorities, and adapt to changing priorities while meeting required deadlines.
• Completed Research Administration Certificate (RAC)
• Proficiency in working effectively with common desktop applications and UC Davis finance and business systems including Aggie Enterprise, Cayuse SP, Cayuse 424, Cognos, Aggie Service and UC Path.

Department Overview

The Department of Biomedical Engineering (BME) is a large, complex academic department in the College of Engineering and provides instruction and research in multiple areas of biomedical engineering. The BME department is responsible for administering $29M- $32M in annual expenditures (FY25 ~$17M in sponsored projects). BME has approximately 500+ undergraduate students and a graduate group of 120 students and a newly approved self-supporting professional degree (Master of Engineering in Medical Device Development). BME has 70 academic and staff employees including postdoctoral scholars, project scientists and other scholars.
