The New Mexico Office of the State Auditor (OSA) has two statutory purposes: (1) to ensure that the financial affairs of every agency shall be thoroughly examined and audited each year by the state auditor, personnel of the state auditor's office designated by the state auditor or independent auditors approved by the state auditor and (2) cause the financial affairs and transactions of an
agency to be audited in whole or in part. Section 12-6-3, NMSA 1978.
The Financial Audit Division is responsible for overseeing financial reporting requirements of over 1,000 governmental entities. Division staff directly perform audits each year and ensure that the
work conducted by Independent Public Accountants is completed in accordance with the Audit Rule and professional standards through a report review process and annual workpaper reviews.

Why does the job exist?
The Financial Audit Manager position exists to manage financial statement audit(s) and agreed upon procedures of government agencies in New Mexico in a timely and professional manner. This position is expected to produce quality audit work papers for more complex areas within budgeted time and successfully supervise and train staff on the engagement. This position performs and supervises audit report reviews to help ensure quality audit reports are released by the office. This position also leads and/or participates in teams to perform quality control reviews of financial working papers completed by Independent Public Accountants (IPAs). This position trains staff members and collaborates with co-workers and customers. This position may perform additional assignments as needed by the OSA, such as projects for the Governmental Accountability Office, Compliance and Quality Management or Special Investigations Division.
How does it get done?
- Directs, coordinates and supervises auditors on the most complex of audits and attestation engagements in accordance with applicable professional standards,
statutes, and regulations.
- Provides advice and training direction to less-experienced auditors while acting as the lead auditor in audits and attestation engagements.
- Organizes, directs and conducts communication with agencies. This communication includes oral and written communication such as engagement
letters, entrance and exit conferences and progress meetings.
- Researches and makes recommendations to management on generally accepted accounting principles, reporting standards and accounting and auditing problems.
- Develops the scope of work and related work programs for audits and attestation engagements.
- Develops and updates a comprehensive and practical audit review program to be used by the Office of the State Auditor staff or IPAs.
- Directs, supervises and performs quality report and working paper reviews prepared by IPAs to ensure compliance with applicable professional standards.
- Prepares financial statements and signs the reports on audit and attestation engagements.
- Directs, supervises and performs case management regarding reported alleged government financial fraud, waste and abuse.

Minimum Qualification
Must possess and maintain an active New Mexico license as a Certified Public Accountant (CPA) or apply for a reciprocal New Mexico CPA license if the CPA license is from another state or territory (other than Puerto Rico or the Virgin Islands, which do not qualify) and six (6) years of experience conducting financial audits and attestation engagements, including four (4) years of supervisory experience, and/or a Bachelor's degree in Business Administration, Accounting, Finance or a related degree and eight (8) years of experience in law enforcement, criminal, white collar or economic/financial fraud investigations, including four (4) years of supervisor experience.
Employment Requirements
Must possess and maintain an active NM license as a Certified Public Accountant (CPA) or able to apply for a reciprocal NM CPA license if the license is from another state or territory (other than Puerto Rico or the Virgin Islands).
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving course Certification within six (6) months of date of hire as a condition of continued employment. Working extended hours to include evenings and weekends may be required. Employment in this role requires the ability and willingness to travel, including assignments in remote areas as needed.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting, standing, bending and/or reaching may be required. Ability to lift up to 40 lbs. employees are periodically required to work at auditee's location for extended periods of time. Working extended hours to include evenings and weekends may be required.
