Financial Business Process Analyst

Department
The Bureau of the Comptroller and Global Financial Services (CGFS) at the U.S. Department of State is seeking a Financial Business Process Analyst to support the Office of Accounting Operations within the Central Allotment Accounting (CAA) section. This office provides accounting and financial reporting services for both domestic and overseas operations.

The Financial Business Process Analyst is responsible for preparing, reconciling, and analyzing internal and external financial reports supporting multiple programs within the Bureau of Consular Affairs. This role ensures compliance with all applicable laws, regulations, and Department policies and plays a key role in meeting annual financial reporting requirements.

Successful candidates will demonstrate strong written and oral communication skills and the ability to coordinate effectively with offices and bureaus across the Department to support accurate, timely, and compliant financial operations.

Minimum Requirements

To be successful in this role, candidates must demonstrate:
  • Proven professional experience providing management or technical leadership in complex financial environments.
  • Demonstrated ability to lead work efforts, apply advanced technical expertise, and communicate effectively with stakeholders at all levels.
  • Senior-level, specialized experience supporting large-scale financial management or accounting systems comparable in size, scope, and complexity to Department of State (DoS) systems.
  • In-depth knowledge of federal accounting and financial management policies, practices, reporting requirements, and operational processes.
  • Strong analytical skills, with the ability to assess complex financial system requirements, identify issues, and develop cost-effective, implementable solutions.
  • Experience serving as a technical lead for functions such as financial reporting and reconciliation, financial systems analysis, help desk operations, and related activities requiring deep financial system expertise.
  • Ability to analyze business processes, information flows, and system relationships to improve efficiency and effectiveness.
  • Proficiency with Microsoft Office, with a strong emphasis on Excel.
Preferred Skills:
  • A four-year degree from an accredited college or university (advanced degree, CPA, or CGFM highly desirable).
  • Direct experience with federal accounting systems, especially Department of State systems.
  • Familiarity with Momentum systems and Business Intelligence tools.
  • Exceptional organizational, oral, and written communication skills, with the ability to collaborate across all levels of management and staff.
  • Ability to follow directions with minimal supervision, work well in teams, and adapt quickly in a fast-paced, ever-changing environment.

Job Responsibilities:
This role is responsible for supporting and strengthening the Department's financial management operations by:

  • Reconciling general ledger accounts with Treasury systems, identifying discrepancies, and recommending corrective actions to maintain financial integrity.
  • Resolving production system issues; assessing impacts of proposed changes; documenting system requirements; and supporting implementation of new or enhanced financial systems.
  • Improving workflows and procedures to increase efficiency and effectiveness.
  • Providing high-quality customer service to Bureaus and supported organizations.
  • Analyzing and validating accounting transactions to ensure accuracy, compliance, and proper resolution of errors.
  • Processing authority transfers, adjustments, and appropriation changes.
  • Monitoring allotment balances to prevent Anti-Deficiency Act (ADA) violations.
  • Performing general ledger reconciliations and supporting preparation of financial statements.
  • Managing, maintaining, and safeguarding accounting records in accordance with federal requirements.
  • Recommending, developing, and implementing cost-effective solutions aligned with Departmental needs.
  • Improving workflows and procedures to enhance efficiencies.
  • Support and uphold ISO 9001 objectives.

Additional Information:
To be hired, the candidate must reside in the state of South Carolina. This position supports a government contract and is subject to the government agency rules and management. All contractors supporting the Department of State must be able to either possess or obtain a security clearance of Secret. Employees shall remain in their current position for at least one year before applying for another job within the company or contract.

Work Schedule:
This is a full-time job located on Dyess Ave. in North Charleston, SC. Work hours are 40 hours per week between the hours of 6:00 am - 6:00 pm. Flextime is available. Core working hours are 9:45 am - 2:45pm. Work schedule is based on the work requirements of our client's division, Global Financial Services. The contract has a non-compensated 30-, 45-, or 60-minute lunch Monday through Friday. Additional hours may be required and/or must be authorized by your Program Manager and DoS Management.
