Brief Job Description:
The Financial Examiner IV position serves an integral function within the Provider Finance Department (PFD) by performing highly-complex (senior-level) financial examinations of Medicaid and non-Medicaid cost reports. The examinations are conducted to ensure the accuracy and reasonableness of cost and statistical data that is utilized to support established reimbursement rate methodologies and cost determination for certain Medicaid and non-Medicaid services.
As a team member of the PFD Cost Report Review Unit (CRRU), the Financial Examiner IV position conducts financials examinations of cost reports in accordance with the Texas Administrative Code, program specific cost report instructions, generally accepted accounting principles (GAAP), which are those principles approved by the American Institute of Certified Public Accountants (AICPA), and state and federal regulations.
Financial examination includes reviewing certain Medicaid and non-Medicaid contracted providers’ submitted cost reports and supporting documentation, which may include the contracted provider’s trial balance, general ledger, allocation worksheets, payroll, and billing reports. The Financial examiner may contact the contracted provider to request clarification and additional information/supporting documentation, as applicable. The examination process involves the following activities: planning, scheduling, coordinating, conducting, and reporting results of the cost report examination. Work is performed with limited supervision and considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
1. EJF: Performs complex financial examinations of Medicaid and Non-Medicaid costs and compliance reports submitted by contracted providers, to include financial data, statistical data, and supporting documentation. Financial examinations are completed in accordance with department policies and procedures and within assigned timeframes. (55%)
2. EJF: Manages workload by planning and organizing to ensure that the required number of financial examinations are completed within PFD established deadlines. (25%)
3. EJF: Communicates contracted providers, financial contacts, and/or cost report preparers to request clarifying information or supporting documentation related to highly complex financial and statistical data. Communicate with agency staff or others on the examination process. Prepares and issues reports, correspondence, and deliverables in a timely and accurate manner in accordance with required professional standards. (15%)
4. EJF: Completes additional or special projects as assigned by the Manager or Director. (5%)

Candidates certified as a CPA, CIA, CGAP, CIGA, CFE, and/or CISA are preferred.
Initial Screening Criteria:
1) Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field is preferred. Relevant accounting or audit experience may be substituted for education on a year-to-year basis.
2) Minimum of 4 years of experience in financial examinations, financial operations, financial analysis, data analysis, budgeting, accounting, bookkeeping, auditing, Medicaid reimbursement, and/or cost reporting experience.
Additional Information:
The successful candidate will be required to submit a certified copy of their transcript from a 4-year accredited college or university.
