Financial Manager III - Limited Service
Overview
The Department of Libraries seeks a highly skilled and experienced Financial Manager III to oversee and manage the Department's US Treasury (Treasury) American Rescue Plan Act (ARPA) Capital Projects Fund (CPF) and Housing and Urban Development (HUD) Public Facilities Preservation Initiative Grants (PFPIG) to support capital improvements at public libraries in Vermont. Under the direct supervision of the Commissioner, this position is the principal contact for the Department's capital grant programs. This position administers the two grant programs to ensure adherence to federal and state regulations throughout the grant lifecycle. The successful candidate will manage $26.4 million in federal funds designated for public library capital projects and ensure these projects meet completion deadlines and regulatory compliance.

Key Responsibilities:
- Grant Management and Oversight: Oversee the administration of the Treasury CPF and HUD PFPIG grants in alignment with state and federal regulations and guidelines. Supervise the Contract & Grants Administration Manager.
- Compliance and Regulation: Oversee tracking and monitoring systems for grant expenditures and compliance. Advise and guide on compliance issues, recommend corrective actions, and manage the denial of funding or reimbursement requests for non-compliant projects.
- Stakeholder Engagement: Serve as the primary point of contact with the Vermont administrators at the State Recovery Office, Public Service Department, Vermont Community Broadband Board related to the TRE-CPF grant. Serve as the primary point of contact with HUD related to the HUD PFPIG grant. This position will oversee all communications with grant applicants and recipients, including municipalities, library boards, and library employees engaged in grant funded projects. Participate in public hearings, meetings, and committees as the lead representative for grant-related matters.
- Reporting and Documentation: Prepare detailed state and federal reports on grant usage and compliance. Ensure accurate and timely reporting to federal and state agencies as required.
- Training and Support: Provide essential training and technical assistance to staff and grant recipients on federal grant requirements and compliance.
- Financial Management: Work closely with staff in the Agency of Administration Finance Services Division and the Department's Business Unit to manage fund drawdowns and reimbursements, ensuring financial activities are following grant stipulations. Responsibility for all responses for state and federal audits of the Department's two federally funded capital grant programs.

Minimum Qualifications
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One years as a Financial Manager II with the State of Vermont.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
