EXAMPLE OF DUTIES
Division of Gaming: Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.What we do: The Sports Betting Field Investigations work unit provides crime investigations, identifies and interviews suspects, collects evidence, interviews witnesses, and evaluates criminal activity in response to complaints associated with sports betting wageringProcessing license applications and collect fees.Conducting background investigations of applicants.Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.Conducting criminal investigations.Conducting compliance inspections.Providing educational services to licensees and the public.A typical day as a Financial/Credit Examiner III: This position will plan and coordinate with criminal investigators to assist in completion of assignments involving financial analysis and regulatory background investigations. The position will assist when needed in presenting financial analysis regarding the financial condition, structure, acquisitions, and history of businesses and individuals to the monthly Colorado Limited Gaming Control Commission and/or senior Division leadership. The financial credit examiners in the Sports Betting Background Investigation's Unit will timely and efficiently assist in the completion of investigations involving complex public and private ownership and investment transactions, including mergers with and investments by Publicly Traded Corporations (PTCs) and transactions with Qualified Institutional Investors (QIIs) and Qualified Private Funds (QPFs). Primary Duties: Background Investigations for Commission Packet/ReportingPosition will coordinate and conduct complex investigations involving multi-jurisdictional and multi-national entities. The purpose of the investigation is to: determine and evaluate areas of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, areas of fraud and misrepresentation.Assists with detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to for licensing.Assists with annual (or as needed) renewal, re-issuance, new business, expansion or change of ownership investigations and completes a detailed written report and presents the findings to the Colorado Limited Gaming Control Commission and/or the Division Director.Serves as a subject matter expert in the financial components of background investigations. Is able to successfully complete the financial and business portions of background investigations with little to no intervention from other staff.Compliance Monitoring and EngagementThe person in this position applies standard fact-finding and investigative analysis; researches and interprets direct and indirect data sources, utilizes professional judgment to assess compliance and arrives at sound conclusions. This position delivers clear, concise, accurate and factual summaries of results of investigations both orally and in writing.Position will participate in renewal and reissuance investigations; the purpose of which is to make sure that all Sports Betting licensees in Colorado are in full compliance with all applicable laws, rules, and regulations.Occasional travel in-state to inspect sports betting operations when pre-approved by the Agent in Charge or their designee. The position sometimes conducts off-site monitoring and on-site inspections of sports betting operators to consistently interpret and assess compliance with applicable Colorado Sports Betting Laws and Regulations and monitors those that have had violations.Conducts "problem-file" investigations of licensee conduct in a regulatory enforcement capacity of licensees that have allegedly violated Sports Betting Rules and Requirements.Regulatory InvestigationsThis position collaborates with criminal investigators as part of a multi-disciplinary team (a team composed of members with varied but complimentary experience, qualifications, and skills that contribute to the achievement of the Division's objectives) in planning, coordinating and executing complex investigations into alleged violations of Colorado sports betting laws and regulations.Researches and interprets direct and indirect data sources, analyzes documents, uses available technology resources with little intervention from others, if any.Prepares detailed written reports, effectively presents the important points of the investigation, presents and defends findings, develops recommendations.Provides training and delivers presentations to the gaming/Sports Betting industry, outside law enforcement agencies and the public when approved by the Agent in Charge or their designee. Responds to verbal and written inquiries concerning gaming laws, regulations and licensing. Remains current on Limited Gaming/Sports Betting Statutes, Regulations and Internal Control Minimum Procedures as well as pertinent criminal and civil statutory and case law.
