Position Summary:
The Fire Chief position description is established by the Board of Directors of Southeast Fire Department. The Fire Chief receives general supervision from the Board of Directors and will advise Board of Directors of department progress. The Fire Chief may consult with the Board of Directors on problems relating to policy planning, but works independently in supervising the global operations and is responsible for the proper administration of all affairs of the Fire department. The Fire Chief is responsible for the development, implementation, maintenance, supervision, and evaluation of all fire suppression, emergency medical services, rescue, fire safety inspections and prevention activities such as public education and the oversight of all operations and administration of the department including the purchase of additional firefighting apparatus and equipment, the hiring or termination of personnel, and managing the budget.
The Chief provides administrative direction for all Fire Department functions, operations, and personnel through the supervision of subordinate staff and review of their activities.
Responsibilities include the command of fire or emergency incidents either directly or via subordinate officers, reviewing the general operation of the department to determine efficiency, providing direction on major projects or problem areas, developing and implementing policies and procedures; administration of the labor relations program; and providing policy guidance. The Fire Chief is responsible, through study and consultation with elected officials, for developing recommendations for the protection of life and property in the district.
Essential Functions:
Establish and maintain productive working relationships with staff, board members, community organizations and the general public.
Respond courteously and tactfully to a diverse public in answering questions, explaining policies, and handling complaints.
Supervise, direct and coordinate personnel to achieve Fire department objectives established by the Board, either directly or through subordinate officers or supervisors.
Analyze and resolve all personnel matters, which include employment and termination of all department personnel. Resolve complex problems involving diverse functional areas. Provide direction on major projects or problem areas.
Ensure that all employees and volunteers are in compliance with all departmental rules, policies, and procedures.
Coordinate department activities in accordance with federal, state, and local emergency services organizations, and other departments.
Develop plans designed to maintain department efficiency and responsiveness.
Build and lead an exceptional workforce and maintain a positive and effective work environment consistent with the mission, vision and values of the department.
Project exemplary leadership qualities that maintain an achievement-oriented department and maintain a strong, decisive, results-oriented track record as an administrator.
Skill in counseling, coaching and developing individuals/groups; this includes the ability to prepare employees for future leadership positions.
Plan, direct, and control department activities and budget, such as recruitment of personnel; purchase of equipment; and the budgeting and control of expenditures. Analyze information, statistics, and reports on department activities.
Prepare and submit to the Board a proposed budget for each fiscal year setting forth the purpose and amount for all anticipated expenditures.
Review and approve all Fire department expenditures to ensure they are within the approved budget.
Responsible for the use, maintenance and security of all Fire District equipment, apparatus, vehicles and facilities.
Analyze fire service needs, as well as the availability of resources, existing programs, and other related factors in developing programs to meet those needs.
Develop and implement policies and procedures applicable to all functions and provide policy guidance. Such policies, procedures and orders shall be consistent with the laws of the State of Texas and the rules.
Work at least 40-hours a week, as needed, without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
Responsible for overseeing the scheduling and recording of any training of fire personnel to ensure a high level of readiness.
Attend monthly meetings of the Fire Board and provide either oral or written reports of all administrative and operational matters.
Attend the monthly business meeting of the department.
May be required to function in the role of a line Firefighter in emergency situations.
Knowledge of modern management techniques, supervisory practices, and evaluation methods.
Knowledge of the modern principles and practices of human resources.
Knowledge of governmental organization management.
Knowledge of the principles and practices of effective administration with particular attention to short- and long-term strategic planning.
Knowledge of the facilities, equipment, and personnel needed to provide fire and medical services and operations.
Minimum bachelor’s degree from an accredited university with a major in Fire Science, Business Administration, Public Administration, or related field.
A minimum of 10 (ten) years of progressively responsible fire service experience up to and including two years as a chief officer in a comparable-sized fire district or department is required.
Associate of Fire Science, Fire Service Administration, Public Administration, or related field, or equivalent.
NIMS 100, 200, 300, 400, 700 and 800 (or the ability to achieve all within one year of the date of hire).
Possess and maintain a valid CPR and National Registry EMT certification or higher.
Experience in all hazard’s mitigation including structural firefighting, emergency medical services, technical rescue, and hazardous materials.
Experience and success with grant programs, grant writing and grant administration with both local and federal such FEMA SAFER and AFG grants.
NFA Executive Fire Officer (EFO).
Certification as a Fire Investigator I
Working knowledge and proficiency in Microsoft operating systems to include, Excel, Power Point, Word.
A significant portion of this position may involve administrative work in an office environment or in training facilities; however, in emergency situations, the Fire Chief will be required to respond to all types of emergency calls.
Strenuous physical activity under extreme adverse conditions may be required periodically

Pay: $110,000.00 - $130,000.00 per year
