The Opportunity
WSDOT is seeking a skilled and motivated Fiscal Analyst 4 to lead the Vendor Payments Team in Olympia, WA. As part of the Accounting and Financial Services (AFS) division, this supervisory role ensures vendor and contract payments, employee travel reimbursements, journal vouchers, and cash receipts are processed accurately, on time, and in compliance with GAAP, statewide policies, and agency requirements.
The supervisor oversees daily operations, provides staff guidance and training, and maintains strong internal controls that protect the financial integrity of WSDOT’s payment processes. This role requires advanced knowledge of agency accounting systems, statewide travel rules, and related policies to support sound, independent decision-making. Regular in-person presence is required to process physical documents, maintain workflow continuity, and provide hands-on staff support.
What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 4 will:

Assign, monitor, and review workload of direct reports to ensure accurate and timely processing.

Provide guidance, coaching, mentoring and technical support to staff.
-
Set clear expectations, conducting regular one-on-one meetings to evaluate the performance and support employee development and career goals.

Approve leave requests, ensure adequate coverage, and personally provide backup support during staff absences or vacancies.
-
Onboard and train new employees in alignment with established training plans, including hands-on, in-person guidance to ensure proficiency.

Participate in recruitment activities, including interviewing and recommending candidates for hire.
-
Review and update position descriptions and training plans to ensure accuracy and relevancy.
-
Develop, implement and update vendor payment procedures and internal controls; ensure cross-training among staff for operational continuity.

Interpret and apply applicable rules, manuals, policies, and procedures when reviewing financial documents (via ECM or physical/electronic copies) including payment vouchers, journal vouchers, cancellations and PCMS transactions.

Release compliant financial documents in the TRAINS system; communicating clearly and professionally with originating offices to resolve errors, discrepancies or rejected documents, providing detailed explanations on what is needed to bring submission into compliance.
Qualifications
To be considered for this opportunity, the following are required:

Knowledge of GAAP: Federal and State regulations.

Financial Analysis & Reconciliation: Ability to analyze financial data, identify discrepancies, and ensure accurate reporting. Research applicable state laws, rules, policies and procedures related to area of responsibility. Knowledge of federal, state, and agency financial and audit standards with the ability to ensure compliance. Proficiency in analyzing complex financial data, workflows, and system utilization to identify inefficiencies and recommend solutions.

Attention to Detail & Compliance: Ensures fiscal accuracy, follows policies, and maintains financial integrity. Strong ability to communicate complex technical information clearly to executives, managers, and staff.

Technical Proficiency: Use Microsoft Office applications (Excel, Outlook, Teams) at a basic level to create, edit, and share documents, spreadsheets, and communications.

Data Entry & Information Systems: Accurately enter, retrieve, and update information using a mainframe or comparable database system. Proficiency in using financial systems, databases, and reporting tools.

It is preferred that qualified candidates also have:

System Proficiency: Demonstrate proficiency in WSDOT financial and administrative platforms, including TRAINS, PCMS, ILinx and other agency systems, to accurately process transactions and access information.

Public Sector Accounting Skills – Use knowledge of public sector accounting standards and procedures to review transactions, resolve discrepancies, and ensure compliance.
