The City of Phoenix is seeking an experienced professional to serve as a Fiscal Manager for the Central Procurement Division within the Finance Department. This leadership role will interact professionally and build effective relationships with city staff at all levels of the organization, and manage all aspects of Procurement functions and various high-level administrative activities in a balanced, efficient, and effective manner. This position will report to the Deputy Finance Director over the Central Procurement Division.

Responsibilities include:

  • Planning, directing, and supervising professional staff engaged in performing procurements, contract administration, and use of fiscal and enterprise resource planning systems.
  • Serving as liaison to various executive and management staff in other departments, agencies, and/or contractors.
  • Writing administrative reports, council reports, special project status reports, and making presentations as required.
  • Developing, maintaining, and overseeing standard operating procedures.
  • Developing, maintaining, and overseeing citywide procurement training.

SALARY


Pay Range: $102,668.80 to $144,476.80 annually.

Hiring Range: $102,668.80 to $131,040.00 annually.

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 071. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Four years of professional experience in budget, finance, public administration or accounting,
  • Including either one year of supervising professional staff or responsibility for an agency-wide governmental capital improvement program.
  • Bachelor's degree in finance, accounting, statistics, business, public administration, public policy, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Government or public sector procurement experience that includes working with complex procurements.
  • Extensive experience with contract administration.
  • Experience and knowledge of procurement, fiscal, and enterprise resource planning systems.
  • Experience:
    • Supervising, guiding, or mentoring professional staff.
    • Leading projects and/or initiatives.
  • Certified as a Professional Public Buyer (CPPB), Public Procurement Officer (CPPO), Professional in Supply Management (CPSM), or Purchasing Manager (CPM).
  • Certifications in Project Management or Lean Six Sigma.
