Duties and Responsibilities
(Note:** denotes Essential functions)
  • **Works under the direction of the Associate Vice President for Research and Innovation
  • **Develops, maintains and updates policies and procedures for the establishment, operation and closure of recharge centers/revolving funds and other service ordered transactions.
  • **Develops processes for monitoring compliance with recharge center / revolving fund and other service order policies and procedures, including the conduct of or overseeing internal compliance reviews.
  • **Provides technical support and assistance to the recharge center / service order committee in the review of new account applications.
  • **Conducts annual or biennial review of recharge center/revolving and other service order renewal applications/certifications.
  • **Reports/recommends recharge center/revolving fund and other service order corrective actions or closure to recharge center / service order committee for consideration and decision making.
  • **Reviews RTRF commitments/encumbrances annually when requested by system-wide units.
  • **Coordinates with UH units and RCUH in response to auditor and other external inquiries regarding recharge centers/revolving funds and other service order transactions.
  • **Understands & interprets applicable laws, rules, regulations, & policies relating to recharge centers/revolving funds and other service orders.
  • **Stays abreast of industry standards and serves as a technical resource and subject matter expert to UH leadership.
  • **Collaborates and communicates with other UH departments regarding compliance and legal issues relating to recharge centers/revolving funds and other service orders.
  • Reviews, audits and processes purchasing documents including requisitions and purchase orders to ensure compliance with statutes, State & UH/RCUH procurement policies and procedures, terms and conditions of external funding agencies and University principles.
  • Reviews appropriateness and availability of funding and ensures the expenditure of funds is from proper funding sources and object codes.
  • Other duties as assigned.

Minimum Qualifications
Education and Professional Work Experience:
  • Possession of a baccalaureate degree in accounting, business administration, public administration or related field and 5 year(s) of progressively responsible professional experience with responsibilities for accounting and auditing; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge, Skills and Abilities:
  • Considerable working knowledge of principles, practices and techniques in the area of accounting or auditing as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with accounting or auditing.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software and [if applicable, add additional software].
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications
  • Knowledge and audit experience in the field of research administration at higher education institutions and/or non-profit organizations.
  • Experience developing policies and procedures based on laws, rules and regulations.

Desirable Qualifications
  • Knowledge of applicable federal and state laws, cost principles and UH policies and procedures governing proper management of extramural awards.
  • Experience managing subordinates.
