Definition/Description

Under limited supervision, this technical-level position performs a full range of duties related to fiscal analysis and management.

This is the journey-level technical classification that performs technical-level analytical work in a more specialized area of accounting such as revenues, grants, payroll and payables.

Typical Tasks/Representative Duties

  • Prepares and oversees the preparation of accounting ledgers, records, and systems for the court;
  • Examines ledgers, reports, and other financial documentation for technical defects and errors; verifies and reconciles financial data to assure accuracy and completeness of information;
  • Collects and analyzes financial information; prepares regular and ad hoc accounting and financial reports and analyses;
  • Conducts and reviews regular and year-end closing of account ledgers and books;
  • Assists with audits and accounting studies;
  • Assists in the preparation and maintenance of court budget, inventory, personnel, and purchasing records;
  • Establishes general and subsidiary accounts including revenue and disbursements;
  • Reviews financial documents for accuracy and completeness;
  • Reconciles manual records to computer databases;
  • Encumbers funds; balances and reconciles accounts;
  • Assists in gathering, tabulation, and analyzing data; drafts reports and survey instruments; answers correspondence and survey requests;
  • Assists professional staff with long-term administrative projects including those requiring statistical research, budget analysis, accounting, review of organizational policies, procedures, staffing, facilities, and legislative analysis, and other administrative matters;
  • Analyze office methods, procedures, and forms;
  • Performs other related duties as required.

Employment Standards/Typical Qualifications

The knowledge, skills, and abilities required to perform this function are normally acquired through two years of college in the field of accounting, business administration, or a closely related field. Has at least completed 12 units in elementary and advanced accounting,and business law, plus four years increasingly responsible accounting experience. BA or BS may be substituted for the two (2) years of the work experience.

Knowledge of:

  • Government accounting principles and procedures;
  • Laws and regulations governing the financial operating system of the court;
  • Principles of computer fiscal systems, office management practices, and procedures;
  • Principles of business law;
  • Current electronic data processing systems;
  • Office practices and procedures, including record keeping systems;
  • State and local statutes that govern the processing of court documents; State and local Rules of Court that govern court operation;
  • Office management principles, methods, and procedures; fiscal management and budgetary control; office procedures and maintenance of records;
  • Working knowledge of the Court Financial System, Lotus, and Excel software applications.
Ability to:
  • Apply advanced accounting principles and procedures;
  • Analyze and evaluate complex financial or statistical data and records;
  • Plan coordinate and initiate action necessary to implement decisions, practices, programs, and policies;
  • Develop and maintain accounting procedures;
  • Analyze and maintain grants;
  • Monitor and project expenditures and revenues;
  • Learn and apply specialty software programs;
  • Prepare accurate accounting reports and summaries from complex instructions;
  • Communicate effectively orally and in writing;
  • Maintain effective work relationships;
  • Plan coordinate and initiate action necessary to implement decisions, practices, programs, and policies;
  • Work well under pressure and in stressful situations;
  • Exercise good judgment, confidentiality, tact, and initiative; work cooperatively and courteously with others;

  • Relieves professional staff of administrative matters by following up on projects, transmitting information, and informing of pertinent activities.

Supplemental Information

WORKING CONDITIONS:
The work environment is generally clean, inside buildings, with limited exposure to dust, fumes, odors, and noise. Incumbents will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high quality work. The ability to work independently as well as working closely with others is required. A California Driver's license may be required. Some positions may require travel to different facilities within the County.

ESSENTIAL FUNCTIONS:
Specific tasks and duties may vary between assignments, however, the following are considered essential functions expected of the Fiscal Support Technician classification:

  • Frequent and ongoing use of a computer terminal to conduct a variety of Fiscal Support Technician functions and communications;
  • Periodic, regular, and/or occasional contact with employees in other court divisions, government agencies, the public, and/or vendors with the ability to converse and respond appropriately to inquiries and requests;
  • Periodic to regular lifting, walking, and carrying of files, documents, and other court related materials.
PHYSICAL DEMANDS:
  • Dexterity, coordination, and/or ability to use a computer keyboard and read a video display terminal on a regular basis is required;
  • Occasional lifting of objects weighing up to 10 lbs., such as: files, stacks of paper, reference books, and other materials;
  • Frequent need to reach for items above and below desk level;
  • Standing and sitting for long periods of time is regularly required.

EXAMINATION:

A screening panel will be convened to select those applicants deemed most qualified to participate in a written and/or oral examination. The examination process will include one or more of the following: application appraisal; written examination; oral examination.
