There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races. Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What you will do at Precinct One:
The Fitness Coordinator is responsible for planning, implementing, and overseeing fitness and wellness programs across community centers within the Programs Division. This role promotes healthy lifestyles by delivering inclusive, community-based programming for participants of all ages and fitness levels. The coordinator manages daily fitness operations, supports recreational sports leagues, and ensures facilities, equipment, and programming meet safety and quality standards. This position combines program administration, staff coordination, and direct community engagement to enhance participation and overall wellness within the community.

Essential Duties and Responsibilities:
Program Planning & Implementation
  • Design, develop, and implement a variety of fitness and wellness programs, including group classes (e.g., aerobics, yoga, strength training) and special events for diverse populations.
  • Evaluate program participation and community needs; adjust offerings to improve engagement and outcomes.
Recreation & Sports Coordination
  • Coordinate youth and adult recreational sports leagues, including scheduling, logistics, and participant engagement.
  • Assist in coordinating referees, instructors, and program staff across community centers.
Facility & Equipment Management
  • Oversee fitness facilities and equipment to ensure cleanliness, safety, and proper functionality.
  • Coordinate routine maintenance, repairs, and replacement of equipment as needed.
Community Engagement & Instruction
  • Lead and instruct group fitness classes and provide individual or small-group training when appropriate.
  • Promote programs and services to increase community participation and awareness.
Program Administration & Compliance
  • Maintain accurate records, including attendance, participation data, and program reports.
  • Assist with budget tracking and resource allocation for fitness programs.
  • Ensure compliance with all safety regulations, policies, and applicable laws; respond appropriately to emergencies.
Other:
  • Perform other related duties as assigned to support the Programs Division.

Requirements

Education:
  • Bachelor’s degree in Exercise Science, Physical Education, Kinesiology, or a related field.
Experience:
  • Minimum of three (3) years of experience planning, coordinating, and delivering fitness or recreational programs.
  • Experience supervising or coordinating instructors, staff, or volunteers in a recreational or community setting.
Required Certifications:
  • Current certification from a recognized fitness organization (e.g., ACE, NASM, AFAA)
  • Current CPR/AED and First Aid certification
Knowledge, Skills, and Abilities:
  • Knowledge of fitness program design, health and wellness principles, and recreational programming.
  • Ability to lead and instruct group fitness classes and provide individualized training.
  • Knowledge of safety standards, emergency procedures, and risk management practices in fitness environments.
  • Ability to manage budgets, track expenditures, and maintain program records.
  • Strong organizational and administrative skills with attention to detail.
  • Excellent communication and interpersonal skills; ability to engage diverse populations.
  • Ability to coordinate multiple programs, staff, and schedules across community centers.

General Information

Work Environment:
  • This position requires evening and, on occasion, weekend hours to accommodate community programs, services, and events.
  • This role requires frequent travel between multiple community centers and program sites within Precinct One.
  • This position operates within community centers and fitness facilities and includes both office and active program environments.
  • Duties require physical activity, including demonstrating exercises, lifting equipment, and standing for extended periods.
  • Requires presence during emergencies, natural disasters, or urgent operational matters (e.g., warming/cooling center setup or supply distribution).
Physical Demands:
  • Must be able to travel frequently between community centers and program locations within the precinct
  • Prolonged periods of walking or standing while visiting program sites or supporting events
  • Occasionally required to lift and move materials or equipment up to 25 pounds
  • Ability to work both in standard office environments and active, program-based settings (e.g., gyms, pools, classrooms)
  • Must be able to respond quickly and safely in emergency situations
