The Foreign Procurement Engineer
will be responsible for managing all procurement activities related to construction and renovation projects, ensuring that all materials, services, and subcontractors meet project specifications, timelines, and budgetary requirements. The role involves technical evaluation, commercial negotiation, vendor management, and coordination with internal and external stakeholders to support timely and cost-effective project delivery.
Key Responsibilities

Manage the full procurement lifecycle for construction and renovation projects from tendering through to contract award.

Review and validate Bills of Quantities (BOQs), technical specifications, and drawings to develop accurate procurement scopes.

Prepare and issue RFQs/RFPs, evaluate bids, and conduct technical and commercial assessments.

Negotiate with suppliers and contractors to achieve optimal pricing, delivery schedules, and terms in line with project and company requirements.

Collaborate closely with Engineering, Project Management, and Finance teams to ensure procurement activities align with project goals and schedules.

Prepare detailed cost comparisons, procurement analysis reports, and recommendations for supplier selection.

Maintain up-to-date procurement records and ensure all documentation complies with internal policies and relevant contract standards (including FIDIC).

Support vendor prequalification processes and maintain an updated supplier database.

Track procurement progress against project timelines using tools such as MS Project or Primavera P6.

Ensure continuous value engineering and cost optimization throughout procurement phases.
Qualifications & Education

Bachelor’s degree in
Engineering
.

Professional certification in procurement or supply chain management is an advantage.
Experience
-
Minimum of 2
years’ experience
in procurement, with a focus on
construction or renovation projects
, preferably in the
leisure, sports, or hospitality sectors
.

Proven experience, knowledge, and market awareness of the Saudi market and local suppliers.
Skills & Competencies
Technical Procurement Expertise

Strong knowledge of BOQs, tender documents, technical specifications, and contract conditions (including FIDIC).

Experience in cost analysis and value engineering.

Proven ability to negotiate pricing, terms, and delivery with contractors and suppliers.

Strong vendor relationship management and evaluation capabilities.
Analytical & Reporting

High attention to detail in reviewing offers and contracts.

Ability to prepare clear procurement evaluations, comparison sheets, and justification reports.
Software & Tools

Proficient in
ERP systems
(Oracle Fuison, or similar).

skills (advanced formulas, pivot tables, cost sheets).

AutoCAD
for reviewing drawings.
