The State of New Hampshire, Department of Safety, Division of Administration, Asset and Resource Management Bureau has a full-time vacancy for a Forms Design and Control Clerk (43-4190 MISC RECORDS CLERKS-3) which has a 40 hour work week and is considered non-exempt.
Summary:
Writes detailed specifications, develops and revises department forms used by the public and by the divisions within the Department of Safety (DOS). Creates, refines and maintains visual design for state-issued license plates. Maintains inventories, orders, and the purchase history of forms as required.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Equivalent combination of 3 years of education and experience after completion of high school.
License/Certification: None required.
Other Requirements: Must pass a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
Trainee Option: Candidates with an equivalent combination of 2+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.
PREFERRED QUALIFICATIONS: Education or experience in graphic design, drafting, forms design or a computer related field preferred.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities:
Maintains current knowledge of form and decal security devices, protective coatings, adhesion techniques, carbon and carbon-less (NCR) multiple copy techniques and form construction techniques.
Develops and maintains bid specifications for complex forms acquired from outside vendors. Meets with vendor representatives and other support agencies to discuss the printing specifications and construction means for forms and decals. Communicates effectively with the chosen vendor during the award, proof, manufacture, delivery and post- delivery processes.
Analyzes and develops forms that can be understood and used by the general public. Meets with the requesting division administrator to obtain form pre-design or revision requirements. Discusses form usage to develop optimum levels of accuracy and usability.
Manages all DOS Division order forms – either stock, as requested or e-forms, to include retaining and updating documents and maintaining records within a database.
Creates forms using computer graphics design software. Reviews forms to eliminate repetition, duplication and obsolescence. Assures design uniformity with other forms within the department.
Orders forms and decals using New Hampshire competitive bidding process. Generates advice forms to provide Divisions with recommendations for reordering with consideration to bid specifications. Acts as liaison with Graphic Services and vendors as needed for processing orders and ensures timely deliveries to avoid critical form outages. In some instances, must meet time requirement set by law or division.
Develop and maintain computer database to provide fiscal reports of each account to the business office. Prepares monthly close out report of invoices and requisitions. Maintains inventory of each form, including warehouse stock levels and reorder points. Process orders in WC which integrates with WASP platform.
Develops visual concepts and revisions of state-issued license plates including standard and specialty formats, in collaboration with the Department of Motor Vehicles and the Plate Production Unit to ensure seamless communication, coordination, and production.
Cross trains within the warehouse to assist as necessary to fill orders, secure deliveries, and courier items.
