Description:
The Functional Analyst II supports Operational Contract Support (OCS) capability development by collecting, analyzing, and synthesizing lessons learned, observations, and operational insights from Army training, exercises, and real-world operations. This role directly supports Army modernization efforts by identifying capability gaps and recommending improvements across doctrine, organization, training, materiel, leadership, personnel, facilities, and policy (DOTMLPF-P).
The analyst serves as a key contributor to data-driven decision-making processes and supports the integration of lessons learned into Army training and operational frameworks.

Conduct structured and unstructured data collection activities, including interviews, surveys, focus groups, and document reviews

Identify and capture Observations, Insights, and Lessons Learned (OILs) from exercises, deployments, and operational environments

Analyze qualitative and quantitative data to identify trends, systemic issues, and operational gaps

Validate findings through collaboration with subject matter experts and stakeholders

Input, manage, and maintain lessons learned data within the Joint Lessons Learned Information System (JLLIS)

Ensure accuracy, completeness, and proper categorization of all entries

Develop queries and reports to extract actionable insights

Maintain data integrity and ensure compliance with Army data standards

Develop detailed analytical reports, executive summaries, white papers, and briefings

Translate complex findings into clear, actionable recommendations

Prepare and present findings to leadership, working groups, and stakeholders

Support development of capability gap analyses and improvement recommendations

Collaborate with Army organizations, training units, and functional experts

Participate in working groups, review boards, and planning sessions

Provide analytical support to capability developers and program leadership

Contribute to DOTMLPF-P assessments and recommendations

Support integration of lessons learned into training, doctrine, and policy updates

Assist in identifying operational risks and mitigation strategies
Requirements:
- Bachelor’s degree

Active Secret clearance
-
4+ years of experience in military operations analysis, lessons learned programs, or similar field
-
Experience with JLLIS or comparable systems

Strong analytical, research, and communication skills
