General Description:

The Texas Facilities Commission is seeking an experienced, established leader with a solid breadth of administrative and organizational management expertise to fill the Executive Director position located in Austin, Texas. Reporting to the Commissioners, the Executive Director provides the leadership, management, and vision necessary to ensure that the agency has the proper operational metrics, controls, administrative and reporting procedures, and systems in place to ensure operating efficiency, accountability and transparency in carrying out the mission of the agency.

With a preferred background as an architect or engineer, and with significant experience in construction project management, property management and physical plant operations, the Executive Director is responsible for providing overall direction and guidance in all programs, operations, administration, and strategic planning and implementation. The successful candidate will provide the leadership, management, and vision necessary to ensure that the agency has the proper operational controls, administrative and reporting procedures, and the systems in place to ensure operational efficiency and transparency.

Essential Duties:

The Executive Director has overall supervisory responsibility for all agency operations and plans, assigns, and supervises the work of others. The Executive Director will have a wide variety of roles and responsibilities, including (but not limited to) the following:

§ At the direction of the Commissioners, and in alignment with the agency’s mission, provides the day to day management, oversight and direction of agency operations and administration.

§ Under the direction of the Commissioners and in collaboration with the senior management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel in order to achieve the strategic, operational, and administrative objectives of the agency.

§ Responsible for the measurement and effectiveness of all internal and external operational processes; provides timely, accurate, competent and complete reports on the operating condition of the agency.

§ Identifies best practices and improves internal systems and operations in consideration of future needs and budget realities; initiates and oversees the development, communication, and implementation of innovative and efficient operational processes.

§ Provides direction, guidance and input to programmatic leadership on the implementation of the agency’s operations and strategic planning process.

§ Develops and implements an effective process for tracking and reporting on the implementation of the agency’s strategic plan and programmatic operations.

§ Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.

§ Works closely with the internal audit function to timely identify and understand agency and operational risks, and to then act promptly and effectively in implementing corrective plans and strategies.

§ Reviews guidelines, procedures, rules, and regulations; and monitors compliance.

§ Develops, reviews, approves budgets and leads the development of the agency’s Legislative Agenda and Legislative Appropriations Request.

§ Advises the Commissioners on significant issues and proposed actions and makes policy recommendations.

§ Develops Commission agenda items, assuring that issues and solutions are properly defined, researched and presented in a timely manner.

§ Plans, assigns and supervises the work of others.

§ Performs related work as assigned.

The Ideal Candidate:

The Executive Director must be a highly competent and experienced professional with a demonstrated track record of successful managerial accomplishments. Qualified candidates must work well within the political environment and possess a high level of integrity and transparency. A degree in architecture or engineering from an accredited university is preferred, and an MBA is a plus. In addition to the previously stated requirements, the agency desires individuals with the following knowledge, characteristics, and skills:

§ Administrative experience, including, but not limited to the ability to prepare, understand and work with a government budget, develop regulations, rulemaking, policy development and implementation

§ Senior supervisory experience, including the ability to organize and control the flow of work and manage senior, professional and clerical staff within an office

§ Contract and procurement experience relating to government contracting requirements and regulations

§ Legislative experience, including appearing and advocating before legislative committees

§ Demonstrated ability to work within a large organizational or governmental structure

§ Experience working with and taking direction and instruction from a board, committee or commission

§ A high level of initiative, dependability, tact, sound judgment, and adaptability

§ Very high ethical standards and is a person of exceptional character who earns the confidence and trust of others

§ Outgoing with excellent communication skills, and able to work effectively with all groups of people and stakeholders.

Minimum Qualifications & Experience:

§ Four (4) years of experience in agency executive management, a state legislative office, or private sector management in a field related to the Texas Facilities Commission.

§ Demonstrated experience in financial planning and budget management experience in state government setting.

§ Experience and/or knowledge of and willingness to perform under a metrics driven evaluation of performance.

PREFERRED QUALIFICATIONS

§ Graduation from an accredited four-year college or university preferably with a degree in architecture or engineering. Major course work in business administration, finance, or a related field will also be viewed favorably.

§ Five (5) years of strong operational experience in construction project team management, management of facilities operations and planning, and/or physical plant operations. Public sector experience, especially in the design and construction services procurement experience, preferred.

§ Five (5) years of experience in a senior management position, preferred.

Registration, Certification or Licensure:

§ Valid State of Texas Class “C” driver’s license.

§ Licensed Architect (or Registered architect) preferred; or,

§ Licensed Engineer, preferred.

Knowledge, Skills and Abilities:

§ Extensive knowledge of business operating procedures, management processes, and internal reporting techniques.

§ Considerable knowledge of state and federal laws, regulations and policies, particularly in the public construction and facilities management areas.

§ Working knowledge of the legislative process, which includes analysis and interpretation of legislation.

§ Knowledge of procurement, leasing, contract management, facilities construction, physical plant operations, and relevant related management practices and procedures.

§ Considerable skill in organizational development, personnel management, budget and resource development, and strategic planning.

§ Considerable skill in the use of personal computers and applicable programs, applications and systems.

§ Considerable skill in verbal and written communication.

§ Considerable skill in gathering, analyzing, and interpreting accurate and relevant information, including law, rules, and regulations.

§ Skill in organization presentation, and negotiation.

§ Skill in operations analysis.

§ Skill in managing conflict, negotiating resolutions, and resolving problems effectively.

§ Demonstrated ability to maintain effective working relationships within and outside the agency.

§ Demonstrated ability to identify problems, evaluate alternatives, and implement effective solutions.

§ Demonstrated ability to establish goals and objectives that support the agency strategic plan, as well as the ability to develop and manage against operational success metrics.

§ Demonstrated ability to convey complex ideas and concepts to a variety of audiences.

§ Demonstrated ability to work under pressure and effectively handle multiple, competing priorities and deadlines.

§ Ability to analyze and interpret complex technical information and explain in non-technical terms.

§ Ability to effectively communicate both orally and in writing and to interact with staff and the public in a professional and courteous manner.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position functions in a standard office environment. There are no unusual dangers involved.

Work Schedule:

§ 8:00 am to 5:00 pm, Monday through Friday.

§ Must be able to work flexible hours during a legislative session and as needed.
