General and Operations Manager, Senior

StraCon Services Group, LLC is seeking a General and Operations Manager, Senior, to support an aviation training systems team at the Naval Air Station, Corpus Christi, TX. The General and Operations Manager, Senior acts as the overall lead, manager and administrator for the contracted effort.

Essential Job Duties:
  • Project and program level planning.
  • Populate, update and revise program specific information.
  • Provide products and assist with day-to-day operations of assigned projects.
  • Support the manager and administrator for the contracted effort.
  • Serve as the primary interface and point of contact with government program authorities on technical and program/project issues.
  • Monitor contractor execution of the contract requirements.
  • Manage acquisition and employment of program/project resources.
  • Manage planning, budgeting, scheduling, communication, and other administration duties necessary to sustain operations.
  • Prepare budgets, schedules, documentation, and status reports.
  • Support and monitor material procurements, annual license renewals, data entry, record keeping, inventory control, status reporting, and the shipment of items.
  • Provide administrative support necessary to effectuate team meetings and engineering reviews.
  • Identify and implement process improvements to gain efficiencies with operations.
  • Apply Agile development processes (e.g., daily standups, sprint reviews, retrospectives).
  • Conduct market research.
  • Ensure compliance with all relevant command and cyber policies.

Experience Requirements:
  • Candidate must have approximately 10 or more years of experience with Defense Department acquisition policies and procedures or like experience.
  • Familiar with CNATRA pilot production and instructional performance metrics.
  • Experience should include project management or program management that includes: implementing policy, coordinating complex Navy procedures, and developing project budgets.
  • The candidate should have some knowledge of and experience with Government contract and procurement procedures including new contract actions, contract modifications, and product procurement to ensure all life-cycle support requirements are satisfied.
  • Possess the ability to coordinate and integrate the work activities of several different projects at any one time.
  • Possess the ability to communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the Acquisition program.
  • Experience with Navy/Military aviation systems.
Education Requirements:
  • BS or BA degree in arts or science. Business, economics, or management, background preferred.
  • Defense Acquisition University Level 3 or equivalent. Master’s degree preferred.
Security Requirements:
  • U.S. Citizenship required
  • Must be able to obtain and maintain a Secret security clearance.
