JOB DESCRIPTION: CEO / General Manager
Company: Regents Car Rental L.L.C
Location: Business Bay, Tamani Arts Offices, Dubai
Reports to: Shareholder
ROLE OVERVIEW
The CEO/General Manager holds full fiduciary and operational responsibility for Regents Car Rental. The primary mandate is the protection of capital assets, the optimization of the P&L, and the execution of a 10x scale-up strategy (50 to 500 units). This role is governed by strict Performance-Based Oversight to ensure the owner’s interests are prioritized at all times.
KEY RESPONSIBILITIES
Strategic Growth & Revenue Management
· Revenue Optimization: Hit and exceed the monthly revenue targets.
· Marketing Oversight: Lead the digital strategy on Meta (FB/IG) and Google Ads. You must ensure that lead generation results in a 90%+ fleet utilization rate.
· Pricing Strategy: Dynamically adjust the price list, offers and services based on Dubai’s seasonal demand and competitor benchmarking.
Fleet Strategy & Regulatory Leadership
· Scale & Procurement: Execute the strategic roadmap to scale the fleet from 50 to 500 units, managing relationships with dealerships and financing partners.
· RTA & Legal Governance: Oversee the RTA e-services portal, Dubai Police systems, and insurance claims. Ensure 100% compliance and zero lapses in registration (Mulkiya).
· Recovery Management: Maintain a 100% success rate in the reconciliation and collection of traffic fines, Salik, and additional mileage charges.
Financial & Operational Excellence
· P&L Ownership: Manage the entire profit and loss statement, ensuring OPEX remains under budgeted plan.
· System Integration: Oversee the use of Zoho Books for tax-compliant invoicing and financial reporting.
· Maintenance Control: Supervise the logistics team to ensure rigorous quality checks and minimize vehicle downtime during servicing or repairs.
ESSENTIAL QUALIFICATIONS
· Academic Background: Minimum of a Bachelor’s Degree in Business Administration, Finance, or Economics from a recognized institution; an MBA or relevant Master’s degree is highly preferred.
· Regional Expertise: Minimum of 3-5 years of professional experience in the UAE automotive or car rental sector, with a verifiable track record of managing a fleet of at least 50+ units.
· Regulatory Mastery: Absolute proficiency in the RTA (Roads & Transport Authority) e-services portal, Dubai Police Traffic systems, and the UAE Ministry of Interior (MOI) digital platforms.
· Licensing: Possession of a valid UAE Driver’s License and a clean driving record is mandatory.
· Legal & Insurance Acumen: Deep understanding of UAE Motor Insurance laws, including subrogation, total loss settlements, and third-party liability frameworks.
CORE COMPETENCIES & TECHNICAL SKILLS
Executive Leadership & Strategy
· P&L Management: Advanced ability to analyze financial statements, manage cash flow, and optimize the Return on Assets (ROA).
· Dynamic Pricing: Expertise in implementing revenue management systems (RMS) to adjust daily, weekly, and monthly rates based on demand elasticity.
· Crisis Management: Capability to lead operations through sudden market shifts or regulatory changes while maintaining service continuity.
Digital & Operational Systems
· ERP Proficiency: Advanced command of Zoho Books or equivalent ERP/Fleet Management Software (FMS) for automated invoicing and asset tracking.
· Data Analytics: High proficiency in Microsoft Excel (Advanced Modeling, Macros, and Pivot Reporting) for fleet depreciation and revenue forecasting.
· MarTech Oversight: Ability to interpret data from Meta Ads Manager and Google Analytics to optimize Customer Acquisition Cost (CAC).
Operational Execution
· Asset Lifecycle Management: Technical knowledge of vehicle depreciation curves and the ability to determine optimal "de-fleeting" (sale) points to maximize resale value.
· B2B Negotiation: Proven skill in drafting and negotiating Master Rental Agreements (MRA) for corporate clients and long-term lease contracts.
· Multilingual Communication: Native or professional fluency in English is required; professional proficiency in Arabic is a distinct strategic advantage for government relations.

COMPENSATION & BENEFITS
· Salary: Competitive package commensurate with experience, plus performance-based incentives.
· Base Emoluments: 10,000 AED – 15,000 AED (commensurate with experience).
· Variable Performance Pay: A tiered commission structure tied directly to Gross Revenue growth.
· Incentive Bonus: KPI-driven bonuses focused on Utilization, Recovery, and OPEX Efficiency.
· Executive Equity/Profit Share: Annual Net Profit share, aligning executive interests with long-term shareholder value.
