General Manager - Contracting Arm

A leading Dubai-based real estate developer is launching a fully integrated in-house contracting arm (G+Unlimited License) and is seeking a highly experienced General Manager to build and lead the operation. This is a rare opportunity to establish and run a contracting business from inception, backed by an active high-rise development pipeline. The contracting arm has been established to self-perform all construction activities across a portfolio of major developments. The mandate is clear:

Deliver projects safely, on time, to the highest quality standards, and within budget while building a best-in-class contracting organization. The appointed General Manager will have full responsibility for launching, structuring, and operationally leading the division.

Key Responsibilities

• Lead establishment of the contracting arm - licenses, compliance, systems, and organizational structure.
• Oversee in-house construction activities from pre-construction through handover.
• Develop procurement strategies across subcontractors, manpower, equipment (buy vs lease), and materials.
• Drive rigorous financial planning, budgeting, and full P&L performance.
• Implement and monitor strict KPIs covering timelines, quality, HSE, and cost control.
• Ensure full compliance with Dubai authority regulations and G+Unlimited license requirements.
• Build, mentor, and lead high-performance multidisciplinary teams.
• Report operational and financial performance to executive leadership.

Qualifications

• 20+ years’ experience within Dubai’s contracting sector.
• Minimum 5 years in a General Manager or Deputy General Manager role.
• Proven experience delivering high-rise projects (G+10 to G+30).
• Experience managing projects exceeding AED 300M annually.
• Strong commercial acumen and P&L ownership.
• Deep expertise in procurement strategy and subcontractor optimization.
• Degree in Civil Engineering, Construction Management, or related field.
• Advanced knowledge of Dubai construction regulations and safety standards.
