Job Summary:

The GM of Procurement will be responsible for overseeing the procurement department, managing supplier relationships, and ensuring that the organization’s supply chain is efficient and cost-effective. This individual will lead the procurement strategy, negotiate contracts, optimize purchasing processes, and manage a team of procurement professionals. The role requires a deep understanding of supply chain management, excellent negotiation skills, and the ability to align procurement practices with the authority’s overall goals.


Key Responsibilities:

  • Managing the annual procurement plan in coordination with departments to ensure their operational and strategic needs are met.
  • Supervising the analysis of recurring and emerging purchasing needs and providing recommendations to update the procurement plan according to market and regulatory changes.
  • Overseeing the prequalification procedures for suppliers, establishing the criteria for their selection, and ensuring their compliance with the authority's requirements.
  • Consolidating the procurement needs of various departments and proposing unified purchasing methods to enhance efficiency and reduce expenditure.
  • Managing the tendering, bidding, evaluation, and supplier selection processes in coordination with technical and legal entities.
  • Ensuring adherence to the best procurement practices (public competitive bidding, limited competition, direct purchase, etc.) according to the nature of each request, achieving fairness and transparency.
  • Ensuring the effective use of all resources to achieve the strategic plan objectives.


Qualifications:

  • Bachelor’s degree in Business, Supply Chain Management, Finance, or a related field.
  • Minimum of 10 years of experience in procurement, with at least 6 years in a leadership role.
  • Strong understanding of procurement processes, supplier management, and contract negotiation.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to analyze data and make strategic decisions to drive cost savings and efficiency improvements.
  • Experience in government agencies is a plus.
  • Strong proficiency in procurement software and Microsoft Office Suite.
