GFS Pilot Trainer
Client has overall responsibility for developing and implementing the Government’s fiscal policy framework, preparation, execution, monitoring and reporting of the State General Budget, producing State Final Accounts, collecting, allocating and monitoring public revenues, and playing an important role in the socio-economic development of the country. In this regard, client aspires to launch a financial reforms program backed by technology driven transformation.
Scope of Maliyah
A centralized, shared, modern, integrated and interoperable, accurate, reliable and secure public financial management information system to support the PFM arrangements of the client.
Provide functionality to operate and support the core PFM functions of the Government in an integrated manner. This shall include:
● Budget Preparation
● Budget Execution
o Budget Management
o Commitments Management
o Expenditure & Payments Management
o Revenue & Receipts Management
o Treasury & Cash Management
o Fixed Assets Management
o Accounting & Fiscal Reporting
To ensure that system is comprehensive it shall be interoperable and shall interface and exchange data with external information systems supporting non-core PFM functions, including, inter alia:
● Customs Management
● Tax Management
● Public Procurement (Esnad)
● Human Resources and Payroll
● Electronic Payment Systems at the Central Bank
Pilot Trainer Training Program
The newly hired Pilot Trainer(s) will be trained on the Maliyah Application (Oracle EBS & Hyperion) by experienced Lead Trainers. This training program will enable the Pilot Trainers to train Maliyah end-users during the pilot and roll-out phases.
Key Tasks and Responsibilities:
The Pilot Trainer will be primarily responsible to undertake following key tasks:
a. Conduct training sessions (in Arabic) for Maliyah end-users from various Line Ministries during the Pilot and Roll-out phases.
b. In collaboration with the PFM functional consultants and application implementation team, develop training materials and contents in Arabic as required for the training sessions.
c. Update Training Manuals and related materials, as and when required, based on the feedback received from the end-users.
d. Translating training materials and related documents from English to Arabic language.
e. Any other task(s) as required by the project leadership.
Deliverables / Key outcomes
The Pilot Trainers are expected to support the GFS Maliyah Team in delivering the following:
a. End-user Trainings on Maliyah Application in Arabic.
b. Training Materials and related documentation in Arabic.
F. Profile of Pilot Trainers
a. Bachelor’s / Master’s Degree in Accounting and Finance.
b. Minimum 3+ years of professional experience in the accounting and finance field.
c. Demonstrated ability to work independently as a team member in a fast paced and international environment.
d. Arabic-speaking / Native speaker.
e. Good communication and presentation skills in English.
