Job Description:

The Economic Development Consultant III (EDC III) position will use GIS mapping software and be primarily responsible for researching, implementing, and advising on Federal Opportunity Zone designations and legislation. As part of the legislative and professional services division, the position will also provide GIS and research services as needed to administer programs across DED to promote business recruitment and expansion for the State. The EDC III will work closely with and provide analysis and recommendations to Department leadership and other government officials to promote investment, create jobs, and expand opportunities for Nebraskans.

Job Duties: Research, Analysis, and Implementation of Opportunity Zone designations. General Ad Hoc Research and GIS service requests from internal and external customers; Design and oversee data collection and analysis, and report and present conclusions, conduct economic impact analyses, prepare agency reports, create data visualizations or maps; Research and compile information and statistics required for businesses, state and federal reporting; Writes and disseminates instructions, manuals, and procedures relating to Economic Development programs to facilitate the understanding of federal and state laws and regulations; assist with the development or implementation of new legislation. Other duties as assigned within the scope of the classification.

Requirements/Qualifications

Minimum Qualifications: Bachelor’s degree in any discipline related to the work assigned and three years of related experience. Experience may substitute for education on a year for year basis.

Preferred Qualifications: Experience with GIS software; Bachelor's Degree in Economics.

Other: This position requires driving and traveling. A valid driver’s license or ability to provide independent authorized transportation is required. Regular and reliable attendance is required.


Knowledge, Skills, & Abilities: Experience with GIS software; strong oral and written communication skills, ability to prepare and deliver presentations; gather, analyze, and interpret industrial and economic information and trends; ability to prepare detailed technical reports; attention to detail; and ability to work independently.
