Position Summary & Responsibilities:


Geographic
Information Systems (GIS) Operations:

  • Use ArcGIS Pro, ArcMap, ArcGIS Online, and ArcGIS Enterprise in day-to-day GIS operations and tasks.
  • Use ArcGIS Online tools, including, but not limited to, Survey 123, Experience Builder, Dashboards, Story Maps, Quick Capture, Web Maps, and WebApp Developer Enterprise in day-to-day GIS operations and tasks.
  • Use common office computer software such as Microsoft Office and Office 365 in day-to-day operations and tasks.
  • Create, publish, and maintain ArcGIS Online and ArcGIS Enterprise applications and resources.
  • Assist the GIS Coordinator in coordination and management of the agency's GIS program.
  • Serve as primary and sole backup of the GIS Coordinator.
  • Assist in planning, developing, and coordinating projects/applications and establishing timelines.
  • Develop GIS and digital data products in the areas of mapping, analysis, and remote sensing.
  • Produce accurate, up-to-date paper maps, online maps and online dashboards and applications for use by emergency management, county emergency managers, and state agencies.
  • Develop mapping projects on demand from entities within the agency, emergency management, its partners and the 105 counties at the direction of the direct supervisor.
  • Demonstrate high-level knowledge and skills in state-of-the-art GIS methods, practices. techniques and equipment and in a variety of software programs and computer languages associated with GIS
  • Serve as a GIS technical expert for the agency.
  • Complete work within the agency's plan with respect to software and hardware, including the agency's IT policies and procedures.
  • Demonstrate good organizational skills and the ability to write in a clear, concise understandable format.
  • Based upon a general ouUine of the product needed, create what is required to achieve product accurately and in a timely manner. Ability to work independently and to request clarification when needed is crucial.
  • Design, code, test and/or document programs and scripts written in various languages (i.e., JavaScript, Python, ArcGIS Server, etc.)
  • Utilize Global Positioning Systems (GPS) for projects as needed.
  • Maintain documentation to reflect the details of mapping requests for historical reference.
  • Facilitate, and participate in training for the GIS Response team.
  • Write technical articles, reports, brochures and/or manuals for documentation.


GIS
Data Development:

  • Assist in managing the ArcGIS Enterprise Server.
  • Assist in managing the ESRI ArcGIS Online Enterprise system.
  • Create, publish, and maintain ArcGIS Online and ArcGIS Enterprise data services
  • Discover and evaluate the availability and technical adequacy of existing digital data generated by other government agencies, the private sector, learning institutions, and state agencies, and individuals, as well as products created internally by others under the guidance of the direct supervisor.
  • Explain data usage constraints and appropriate use considerations to decision makers.

Create and maintain metadata in the FGDC and ESRI formats for data lavers created by the department or held in the GIS data warehouse


GIS
Response Vehicle:
  • Oversee the operational readiness the GIS Response Vehicle
  • Develop and maintain Dlans and Processes for alternate field response deployment methods.


Meeting/Consulting
:
  • Serve as the alternate at scheduled meetings when the GIS Coordinator cannot attend.
  • ConsulVmeeVinteract with wide groups of stakeholders including federal, state and local entities, educational and professional organizations, and professional personnel providing technical equipment and software support
  • ConsulVmeeVinteract with requesters of the agency's GIS products under the guidance of the direct supervisor and on an as needed basis. This requires excellent verbal communication skills and the ability to establish and maintain effective working relationships with all levels of administrators, peers, and users of the various programs.
  • Represent the agency in professional GIS organizations and conferences, symposia, and meetings.
  • Conduct training and give presentations at conferences as needed.

Consult with managerial personnel to clarify program intent, identify problems, and suggest changes.


State Emergency
Operations Centers (SEOC) and Incident Support Team UST) Duties:


  • Under the Incident Command System (JCS) and in accordance with the National Incident Management System (NIMS)requirements: Provide coverage of SEOC or 1STposition as needed
  • Attend appropriate training to develop competency for SEOC and 1ST positions. Attend appropriate meetings as they pertain to SEOC and 1ST duties.
  • Maintain files for official forms, reports, and legal documents
  • Ensure accuracy and completeness of records by contacting the appropriate JCS units Provide incident documentation to appropriate requesters
  • Provide status reports to the Planning Section Chief Maintain UniVActivity log (ICS214).


At the discretion of the supervisor, the SEOC duties may be shifted in part or whole to other tasks/responsibilities found herein. This is to ensure continuity of the Planning and Mitigation Branch's mission essential functions (MEF).


Performs

Qualifications:

  • Education: HS Diploma Or GED
  • Minimum 1 year undergraduate in engineering, engineering technology, or architecture program, or other technical certification within the design, engineering tech/drafting/GI area

Licensing & Certification:

Complete FEMA online and In-person emergency management training as determined by the Agency and FEMA grant programs

Minimum Qualifications:

Three (3) years of education and/o experience in GIS, Arc View GIS &/or digital spatial databases & analysis. Emergency management experience preferred but not required.

Special knowledge, skills, and abilities:

  • You must have good communication, organization & analytical skills. Ability to analyze GIS and digital data and link modeling software to the Web. Ability to work in a fast-paced, high-stress SEOC environment

  • Obtaining and maintaining a secret security clearance.
  • Other clearances that may be required
