We are seeking a highly skilled GIS Lead to own the end-to-end geospatial technology landscape for a large, mission-critical national emergency response ecosystem. The platform relies heavily on real-time geospatial processing, advanced ArcGIS capabilities, AVL (Automatic Vehicle Location), routing algorithms, incident mapping, 2D/3D visualization, spatial analytics, and complex multi-agency geodata integrations.
This role requires deep expertise in ArcGIS Enterprise, GIS architecture, spatial data modeling, geoprocessing automation, and operational command-center workflows. The GIS Lead will work closely with stakeholders, application teams, infrastructure teams, and emergency operations personnel to modernize, optimize, and extend the geospatial foundation of the entire system.
GIS Architecture & Modernization

Define and implement the GIS modernization roadmap, including upgrades to ArcGIS Enterprise, Server, Portal, and related components.

Architect and implement 2D and 3D GIS capabilities, including building models, terrain, line-of-sight analysis, and situational visualization.

Lead the design of real-time GIS services, including streaming layers, geo-event processing, location tracking, and dynamic incident updates.

Oversee containerization or virtualization strategies for GIS components within the broader platform modernization framework.
Geospatial Data & Services Management

Own the design and optimization of geodatabases, spatial indexing, caching strategies, versioning, and partitioning.

Ensure high-quality management of base maps, operational layers, network datasets, hazard maps, cadastral data, and public infrastructure layers.

Lead the migration and transformation of existing GIS layers, widgets, and tools into the new environment.
Integration & Interoperability

Oversee all GIS integrations with emergency call-taking, dispatch, incident management, crime analytics, CCTV systems, vehicle tracking systems, mobile data terminals, and external government platforms.

Collaborate with the integration team on APIs, map services, feature services, caching services, and geoprocessing services.

Support microservices teams in consuming GIS services efficiently and securely.
Performance, Monitoring & Reliability

Define and enforce performance benchmarks for map rendering times, geoprocessing workloads, routing calculations, and data loading.

Lead the implementation of GIS monitoring tools, dashboards, and alerting mechanisms.

Work with infrastructure teams to optimize GIS performance across multiple data centers, ensuring high availability and zero-downtime operations.
GIS Development & Customization

Guide development of custom GIS widgets, map tools, dashboards, and web/mobile experiences using ArcGIS API for JS, Experience Builder, Web AppBuilder, or custom frameworks.

Review and optimize routing algorithms (Network Analyst) and AVL integrations.

Oversee implementation of spatial analytics and predictive geospatial intelligence solutions.
Stakeholder Collaboration & Leadership

Collaborate with call takers, dispatch operators, supervisors, field agents, GIS operators, and leadership to understand daily workflows and pain points.

Convert operational requirements into geospatial solutions aligned with modernization and efficiency goals.

Provide technical leadership and mentoring to GIS developers, analysts, and data engineers.
Quality Assurance & Governance

Ensure compliance with data governance, security policies, and national confidentiality standards.

Conduct GIS solution reviews, performance audits, and readiness assessments.

Define and maintain documentation, standards, and SOPs for all GIS components.
