Under the direct guidance of the GIS Manager, the GIS Specialist supports the development, maintenance, and accuracy of the MWCD GIS datasets and mapping systems. This position is responsible for editing and managing GIS datasets, preparing maps for internal and public use, ensuring data integrity across MWCD’s projects and departments, and interpreting and digitizing data from engineering drawings, site plans, and survey documents. The GIS Specialist also serves as a resource for GIS-related questions, providing technical support and guidance to MWCD staff across all departments. This position supports engineering, conservation, property management, and other organizational initiatives.

JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION:
Utilizes datasets to create online web mapping applications for internal and external use. Prepares maps and data sets, including hard copy and electronic exhibits. Updates and maintains geodatabases, ArcGIS projects, and web GIS platforms (ArcGIS Enterprise) as new data is received, ensuring compliance with MWCD GIS standards. Verifies spatial accuracy and integrity of GIS data using aerial imagery, CAD drawings, and survey data, and conducts office and field research to detect discrepancies, verify data, and streamline GIS workflows. Assists the GIS Manager with departmental GIS tasks as needed.
Reads and interprets plat maps, legal descriptions and survey data; transfers data between ArcGIS & AutoCAD programs.
Maintains required licensures and certification, if any.
Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
Demonstrates regular and predictable attendance.

Knowledge of: Agency policies and procedures*; MWCD GIS standards and workflow procedures;* AutoCAD; Esri suite of products (ArcGIS products); cartographic principles; Public Land Survey System (PLSS); primary utilities and infrastructure mapping; GIS standards; geodatabases; projections; general geoprocessing tools.
Skilled in: Collaboration and cooperation with various departments and staff; written and oral communication;
ArcGIS Pro and ArcGIS Enterprise; managing large spatial datasets; maintaining geodatabases; conducting spatial analysis; producing professional cartography; and applying close attention to detail to ensure GIS data accuracy, verify spatial and attribute information, and maintain geodatabase standards.
Ability to: Be resourceful and proactive in addressing challenges as they arise; work independently with minimal supervision; communicate effectively both in writing and verbally; collaborate across multiple departments, and be self-motivated, adaptable, and demonstrate sound judgment in GIS decision-making.
POSITIONS DIRECTLY SUPERVISED:
Possession of a Bachelor’s degree in GIS, Geography, Cartography, Environmental Planning or a related field and two (2) or more years of related experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities to perform the essential functions of this position.
