Description

The Texas General Land Office is seeking a Technical Project Manager / Scrum Master (Project Manager IV) within the Information Technology Services Department of the agency.

The (Technical Project Manager / Scrum Master) Performs complex (journey-level) project management work for the Information Technology Services (ITS) department of the Texas General Land Office. Work involves managing assigned projects at various levels of completion, coordinating project planning and initiation activities, monitoring progress and schedules, and communicating with project stakeholders, management, and other relevant parties.

Work involves executing approved project plans and maintaining day-to-day project controls related to applying foundational technical context related to systems, integrations, and operational constraints to support effective planning, communication, and risk identification. This role collaborates with internal teams, vendors, and stakeholders to ensure project tasks and deliverables are completed in accordance with established requirements, timelines, and governance expectations, demonstrating foundational understanding of technical concepts and constraints to communicate effectively with technical and non-technical audiences

Works under general supervision, with moderate latitude for the use of initiative and independent judgment in managing assigned projects. May coordinate the work of project team members, drawing on foundational technical context to support effective collaboration rather than formal supervisory responsibility.

About the Role

This role serves as a Technical Project Manager and Scrum Master responsible for leading the planning, execution, and continuous improvement of complex technology initiatives that support the agency’s strategic and operational objectives. The position provides hands-on leadership in Agile delivery, ensuring that cross-functional teams operate efficiently, transparently, and in alignment with established governance and compliance standards.

The role facilitates collaboration between IT, business stakeholders, and external partners to translate priorities into actionable delivery plans, manage risks and dependencies, and ensure incremental value is delivered through structured sprint cycles. By combining technical project oversight with servant leadership, this position strengthens team accountability, enhances stakeholder communication, and promotes a culture of continuous improvement and service excellence.

Through disciplined delivery practices and proactive stakeholder engagement, this role directly supports mission-critical technology services, advances digital modernization efforts, and enables the agency to operate reliably and responsibly within established financial, regulatory, and operational frameworks.

What Your Contributions to the GLO Will be: (job duties from PD)

Enterprise Project Planning & Execution
Directs, develops, and manages multiple concurrent information technology projects of varying scope, complexity, and duration. Leads project initiation, planning, execution, monitoring, and closure activities to ensure delivery of approved outcomes aligned with organizational priorities.

Advanced Project Communication, Stakeholder Communication & Reporting
Develops and executes project communication strategies within scope of assigned projects, providing delivery transparency and decision-support information for stakeholders, leadership, and governance bodies. Prepares and delivers clear, accurate project status updates, decision support materials, and documentation for stakeholders, leadership, and governance bodies.

Schedule, Resource & Financial Management
Develops and maintains integrated project schedules, resource forecasts, and cost estimates. Monitors progress against approved baselines and manages adjustments to maintain delivery commitments within established constraints.

Risk, Issue & Dependency Management
Oversees and integrates risk, issue, and dependency management across multiple projects or initiatives. Assesses cross-project impacts, prioritizes enterprise-level risks, and drives mitigation and resolution strategies in partnership with stakeholders. Escalates material risks, trends, and variances through governance channels to support informed decision-making and delivery stability.

Cross-Organizational & External Coordination
Leads and facilitates cross-organizational and external coordination across multiple projects or initiatives, partnering with internal teams, state agencies, governmental entities, vendors, and external partners. Resolves cross-project dependencies and conflicts, aligns competing priorities, and ensures approvals and commitments support enterprise objectives and delivery timelines.

Governance, Compliance & Documentation
Establishes and oversees governance and documentation practices across assigned projects to ensure consistency, accuracy, and compliance with agency standards and audit requirements. Reviews and validates project artifacts, decisions, and performance data; ensures documentation quality and completeness; and supports audit readiness, transparency, and knowledge continuity across projects.


Qualifications


Minimum Qualifications:

Graduation from an accredited four-year college or university with major coursework in business, computer science,information technology, or a related field.


Location Requirements:
This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.


Preferred Qualifications:

  • Experience running cross functional ITS projects, collaborating across multiple teams and driving successful delivery.
  • Experience serving as both Technical Project Manager and Scrum Master within a public-sector or highly regulated environment.
  • Demonstrated experience leading enterprise-level application development, system modernization, or cloud-based technology initiatives.
  • Experience implementing Agile transformations or improving team delivery performance using metrics and continuous improvement practices.


Knowledge, Skills and Abilities:

Knowledge of:

  • Agile project management principles and frameworks, including Scrum, iterative delivery models, and hybrid methodologies used in technical environments.
  • Technical delivery lifecycle concepts, including backlog management, sprint planning, release planning, and incremental product delivery.
  • Work management and collaboration tools such as Azure DevOps and Microsoft 365 applications used to support planning, tracking, and reporting.
  • Enterprise IT governance, risk management, security, and compliance requirements within a public-sector or highly regulated environment.
  • Change management principles and stakeholder engagement practices that support successful technology adoption and process improvement.

Skill in:

  • Facilitating Agile ceremonies, including sprint planning, backlog refinement, daily stand-ups, sprint reviews, and retrospectives to promote team alignment and continuous improvement.
  • Translating complex technical and business requirements into clear user stories, sprint goals, roadmaps, and actionable delivery plans.
  • Applying analytical reasoning and delivery metrics (e.g., velocity, burn-down charts, cycle time) to evaluate performance and support data-driven decision-making.
  • Coordinating cross-functional teams, managing dependencies, and supporting collaborative problem-solving to remove impediments and maintain delivery momentum.
  • Communicating effectively with technical and non-technical stakeholders to provide clear, concise status updates, risk assessments, and project documentation.

Ability to:

  • Lead technical projects and Agile teams simultaneously while ensuring alignment with organizational goals, customer needs, and architectural standards.
  • Manage multiple initiatives and competing priorities through effective planning, prioritization, and resource coordination.
  • Anticipate, assess, and mitigate delivery risks, scope changes, and operational impacts through proactive planning and stakeholder engagement.
  • Foster a culture of accountability, transparency, innovation, and continuous improvement within technical teams. Serving as a servant leader and coach, promoting collaboration, and shared ownership of project outcomes.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
