The Procurement Executive is responsible for the strategic sourcing and timely acquisition of all goods and services required to operate Qiddiya Golf at a world-class 5-star standard. This role moves beyond simple purchasing; it involves building a robust supply chain that can deliver premium quality products—from specialized turf machinery parts to fine dining ingredients—despite logistical challenges. The incumbent is tasked with negotiating best-value contracts, ensuring strict compliance with Qiddiya’s procurement
Key Responsibilities:
The purpose of this position is to centralize purchasing power to achieve economies of scale and ensure quality consistency. The scope covers the entire estate: Agronomy (fertilizers, machinery), Food & Beverage (perishables, beverages), Retail (packaging, hard goods), and Engineering (consumables). The Procurement Executive acts as the bridge between the internal Department Heads who need the product and the external market, ensuring that the "Right Product" arrives at the "Right Time" for the "Right Price."
Sourcing & Vendor Management:

Develop and maintain a preferred supplier database, vetting all new vendors for financial stability, quality standards, and ethical business practices.

Lead the Request for Proposal (RFP) and tender processes for major contracts (e.g., waste management, laundry services, bulk fuel), ensuring transparency and competitive bidding.

Conduct regular market surveys to benchmark prices for high-volume items (e.g., produce, range balls, sand), ensuring Qiddiya always receives the most competitive market rates.

Negotiate annual rebate structures or volume discounts with key suppliers to improve the club’s bottom line.
Operational Purchasing & Logistics:

Review and approve Purchase Orders (POs) generated by operational departments, verifying that specifications are clear and budgets are respected.

Manage the complex logistics of international imports, working with clearing agents to expedite customs processes for critical items like golf course machinery parts or tournament merchandise.

Track "Lead Times" meticulously, communicating delays immediately to end-users (e.g., warning the Superintendent if a fertilizer shipment is stuck at the port).

Ensure all "Rush Orders" are minimized through better planning, but handled efficiently when unavoidable to prevent operational downtime
Quality Control & Compliance:

Enforce strict ethical procurement policies, ensuring zero tolerance for bribery, kickbacks, or conflicts of interest.

Collaborate with the Cost Controller and Receiving Clerk to handle "Short Shipments" or "Damaged Goods," ensuring credit notes are issued by suppliers immediately.

Conduct quarterly vendor performance reviews, holding suppliers accountable for delivery punctuality and product quality.
Sustainability & Innovation:

Actively source sustainable and eco-friendly alternatives (e.g., biodegradable F&B packaging, organic turf inputs) to align with Qiddiya’s environmental goals.

Keep abreast of new market trends and products, introducing Department Heads to innovative solutions that could enhance the guest experience or reduce costs.
Requirements-
Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or Commerce.

Minimum of 5–7 years of procurement experience, preferably within a 5-star hotel, luxury resort, or large-scale sporting facility.

Strong knowledge of the Saudi Arabian market and import regulations (Customs/SASO) is highly preferred.

Chartered Institute of Procurement & Supply (CIPS) certification is an advantage.
Technical Skills

Proficiency in Procurement/Inventory Systems (e.g., Lightspeed, Moreau MC, Adaco, SAP Ariba, or Oracle).

Strong negotiation skills and contract law fundamentals.

Advanced Microsoft Excel skills for price comparison and tender analysis.
