Job Summary

The Government Relations & HR Specialist is responsible for managing all regulatory and compliance interactions with Saudi government entities as well as HR administration for the region. This includes overseeing portal registrations, handling employee documentation, and ensuring the company's operations align with national digital and labor regulations. This role plays a critical role in supporting the company's growth and legal standing in the Kingdom's evolving tech ecosystem.

Key Responsibilities
  • Manage and maintain company records across government portals including Absher Business, Qiwa, MHRSD, GOSI, ZATCA, Mudad, SPL, Balady, CCHI, EJAR and SABER (CST).
  • Coordinate with the Communications, Space and Technology Commission (CST) for product approvals, technology certifications, and regulatory updates.
  • Ensure compliance with Saudization (Nitaqat) quotas and labor law requirements specific to the tech sector.
  • Facilitate onboarding of expatriate and local employees, including visa processing, Iqama issuance, and GOSI registration.
  • Support the registration and renewal of municipal licenses and national address updates for tech offices and data centers.
  • Monitor Wage Protection System (WPS) compliance via Mudad and coordinate payroll uploads with HR and finance teams.
  • Liaise with ZATCA for tax filings, e-invoicing compliance, and digital service reporting.
  • Participate or represent the company in official meetings, inspections, and audits with government entities.
  • Stay updated on regulatory changes affecting software, cloud services, cybersecurity, AI, and digital platforms.
  • General office administration when needed for Omnissa Software Arabia Company.
  • Managing HR administration.
  • Participate in interview panels as required.
Required Skills & Qualifications
  • Fluent in Arabic and English.
  • Strong understanding of Saudi labor laws, digital regulations and HR.
  • Experience with government portals including Absher, Qiwa, MHRSD, GOSI, ZATCA, SPL, CCHI, EJAR, CST/SABER, Mudad.
Preferred Skills & Qualifications
  • Familiarity with tech industry compliance requirements (e.g., cloud, AI, cybersecurity).
  • Excellent organizational and communication skills.
  • Prior experience in a GRO/HR role within a tech company is preferred.
