Government Relations Specialist – Manpower Services (KSA)

About the Role

We are seeking a highly skilled Government Relations Specialist to serve as the primary liaison between our company and Saudi government authorities. This role is critical for ensuring regulatory compliance, facilitating smooth manpower operations, and managing all government-related processes for employee visas, permits, and residency.


The ideal candidate will have extensive experience working with Saudi government portals and platforms, and a proven track record of navigating labor and residency regulations to support business operations efficiently.


Key Responsibilities

  • Maintain strong relationships and liaise with key government authorities in Saudi Arabia, including the Ministry of Labor (MOL), Ministry of Interior (MOI), GOSI, SAGIA, and others.
  • Manage end-to-end workforce compliance and documentation using Saudi digital platforms: Mudad, Qiwa, Muqeem, Absher, and other relevant systems.
  • Oversee issuance, renewal, and cancellation of work permits, visas, and Iqamas for both local and expatriate employees.
  • Ensure all salary documentation, contracts, and social insurance submissions are compliant via Mudad and Qiwa.
  • Coordinate with internal teams to ensure timely and accurate government submissions.
  • Track and implement regulatory updates across labor, residency, and social insurance policies.
  • Represent the company in official meetings, negotiations, and correspondence with government authorities.
  • Prepare reports on government interactions, regulatory compliance, and workforce mobilization for senior management.


Qualifications & Requirements

  • Proven experience in government relations and regulatory compliance in KSA.
  • Bachelor’s degree in Public Policy, Business Administration, Law, or related field.
  • Hands-on experience with key Saudi platforms: Mudad, Qiwa, Muqeem, Absher, and familiarity with SAGIA, GOSI, and MOL systems.
  • Strong understanding of Saudi labor laws, wage protection, visa/Iqama regulations, and manpower compliance.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Highly organized, detail-oriented, and able to manage multiple tasks under tight deadlines.
  • Proficiency in English.
