Position Overview

The Government Relations & Strategy Manager in Saudi Arabia will lead Boeing's strategic engagement with key Saudi government stakeholders, supporting the company's commercial aviation, defense and industrial partnership objectives in alignment with Saudi Vision 2030. This position will report directly to the president of Boeing Saudi Arabia. The role serves as a senior in country representative responsible for shaping policy dialogue, advancing industrial participation and localization initiatives, strengthening executive level relationships, and ensuring alignment between Boeing business units and national strategic priorities. The role requires deep understanding of Saudi governance structures, procurement processes, economic development frameworks, and regulatory environments.

The Government Relations & Strategy Manager collaborates closely with regional leadership across the Middle East, Global Government operations, business development teams, and local partners to drive long term growth, risk mitigation, and brand positioning.

Position Responsibilities
  • Develop and execute Boeing's government relations strategy in Saudi Arabia in alignment with corporate and regional objectives.
  • Build and maintain senior level relationships across ministries, regulatory authorities, sovereign entities, and defense and civil aviation stakeholders.
  • Support business capture efforts by aligning Boeing offerings with national capability building and localization goals.
  • Monitor and influence policy, regulatory, and legislative developments impacting aerospace, defense, trade, and industrial policy.
  • Advise senior leadership on political, economic, and reputational risks.
  • Coordinate high level visits, executive engagements, and formal communications.
  • Partner with Communications and Public Affairs to position Boeing as a long term strategic partner to the Kingdom.
  • Any additional tasks deemed appropriate/necessary by president of Boeing Saudi Arabia.
  • Manage and develop Government Relations & Strategy staff, fostering a high performance culture.
  • Create and implement legislative and regulatory programs to advocate for the company's interests.
  • Guide the development and execution of business and technical strategies aligned with company goals.
  • Build relationships with government officials and industry leaders to advance strategic interests.
  • Develop strategies to influence laws and regulations that benefit the company.
  • Acquire resources for activities and oversee supplier management to support strategic initiatives.
  • Lead process improvement initiatives to enhance efficiency within Government Relations.
  • Ensure compliance with regulations and create reports on lobbying activities and spending.
  • Monitor the political climate to inform strategic decision making and advocacy efforts.
  • Develop communication strategies to effectively convey the company's positions to stakeholders.
Basic Qualifications (Required Skills/Experience)
  • 7 or more years experience of government relations, public policy and strategy leadership in defense, aerospace, or related sectors.
  • Exceptional executive communication skills in both Arabic and English (written and verbal).
  • Demonstrated experience engaging senior government officials within Saudi Arabia.
  • Proven track record of developing and implementing successful advocacy strategies and programs.
  • Experience working with government officials, industry associations, and regulatory bodies.
  • Strong understanding of the political landscape and regulatory environment relevant to the aerospace and defense industry.
  • Strong understanding of Saudi government structures, procurement frameworks, and Vision 2030 economic transformation priorities.
  • Proven ability to develop and execute multi stakeholder strategic engagement plans.
  • Experience supporting complex commercial or defense related business capture campaigns.
Preferred Qualifications (Desired Skills/Experience)
  • Bachelor's or master's degree.
  • Prior experience within aerospace, defense, or high technology sectors.
  • Experience working in a multinational corporate environment, ideally U.S.-headquartered.
  • Established network within key Saudi ministries and strategic entities.
  • Experience with industrial participation (offset), localization, or joint venture structuring.
  • Familiarity with U.S. export controls and compliance frameworks (e.g., ITAR/EAR).
Typical Education & Experience

Bachelor's or Master's degree (with a focus on Political Science, Government Relations, Public Administration, Strategic Management, Business Administration, or a related field) and typically 7+ years minimum related work experience, or an equivalent combination of education and experience.

Other Information

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

This requisition is for an international, locally hired position in Saudi Arabia. Benefits and pay are determined at the local level and are not part of Boeing U.S. based payroll and will be commensurate with experience and qualifications and in accordance with applicable Saudi Arabia law. Employment is subject to the candidate's ability to satisfy all Saudi Arabia labor and immigration formalities.
