This position creates, implements, evaluates and refines a system of on-going oversight, guidance, training and support related to programmatic and fiscal compliance in the implementation and management of government-funded and privately funded grants at PGCC. This position also provides leadership in monitoring, reporting, and process improvement to strengthen institutional grant management practices and support the successful achievement of project goals.

Minimum Qualifications
EDUCATION AND EXPERIENCE
  • Bachelor’s degree in business, accounting or finance required.
  • Five years’ experience in a responsible grant’s administration position with a broad understanding of regulations and processes related to government grants and funding agencies.
  • Experience in a college environment and with a complex financial management system is preferred.

ESSENTIAL DUTIES
  • Coordinates, schedules, and implements Grants and Resource Development Office (GRDO) compliance planning discussions to design, improve, implement, and evaluate internal business processes to support grants administration and reporting.
  • Stays current with all federal, state, and local regulations and guidelines regarding grant and contract administration and apply changes as necessary.
  • Serves as an additional Authorized Organizational Representative (AOR) for the College’s Research Administration/Sponsored Research Office equivalent (i.e., Grants and Resource Development Office) to funding agencies.
  • Monitors and manages active grants, sub-awards, and contracts, ensuring the achievement of milestones and proper closeout. Reviews grant award documents, including terms and conditions, requirements, budgets, and approved program designs to ensure compliance and alignment with objectives.
  • Maintains a calendar of periodic monitoring visits with grant principal investigators and grant administrators and their supervisors to ensure acceptable fiscal and programmatic progress toward meeting required grant goals and objectives, as determined by grant requirements, specific to each grant, sub-award or contract
  • Provides systematic reports to the director of Grants and Resource Development and GRDO team members on compliance monitoring outcomes, recommendations and follow-up.
  • Alerts the director of Grants and Resource Development of inactivity and problems and offers recommendations for resolution or action
  • Provides guidance, feedback, and technical assistance to grant principal investigators/grant administrators and staff to facilitate successful grant implementation, compliance and resolution on issues that may arise.
  • Provides assistance with grant proposals and Request for Proposals (RFPs) as needed and makes recommendations to create a more competitive proposal
  • Conducts internal audits of government and privately funded grant projects, to spot-check for compliance gaps in procedures, practices, and documentation
  • Assists project director, internal/external partners, and Grants Accountant in preparing for and responding to agency monitoring visits, external audits, or other cross-site evaluations requiring a review of project documentation and practices
  • Collaborates with the Grants Accountant to establish internal budgets for awarded grants and externally funded projects, including the setup of load memos, and ensures compliance with Time and Effort reporting requirements in coordination with Payroll and the Grants Accountant.
  • Reviews grant-funded project expenses for allowable/unallowable costs for each project’s regulatory requirements
  • Ensures that overall grant-funded project performance, outcomes, and related documentation and reporting are in compliance with funding agency requirements
  • Oversees and maintains the College’s grants management database with official financial and programmatic files; oversees the accuracy of the data and issues/monitors rights to new users.
  • Works with Accounting Office and the project managers to establish project budgets in compliance with chart of accounts and procedures, as well as with the requirements of the funding agency
  • Coordinates with grant principal investigators and administrators to assist in the completion and submission of required grant reports and documents, while also preparing and updating the Grants Handbook to reflect current College policies and procedures for grants management and compliance.
  • Reviews grant proposal budgets prior to and after submission to ensure budget line items and expenditures are in compliance with RFPs, grant regulations and requirements, and are linked to programmatic goals/objectives of the grant
  • Interacts with outside agencies, independent auditors and project directors on compliance-related matters
  • Serves as liaison with the project director and Office of Research, Assessment and Evaluation (RAE) to ensure correct outcomes and evaluation data are available.
  • Supervises temporary staff, student employees, or consultants working on post-award projects in the Grants and Resource Development department as needed
  • Performs other duties as assigned

  • Ability to work as a team member in a multi-cultural environment
  • Ability to work with and provide assistance as necessary during annual audit performed by independent auditors
  • Proficient computer skills in Microsoft Office.
  • Ability to coordinate and maintain excellent working relationships with grant project administrators and all departments associated with grant development, administration, or assessment.
  • Ability to interpret and analyze data
  • Maintain accurate files
  • Uses effective interpersonal skills and sound judgment to determine how best to collaborate with co- workers, supervisors, faculty, staff, students, and other customers as necessary for the completion of duties and responsibilities
  • Prioritize in order to meet deadlines

Job Requirements
PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
SPECIAL REQUIREMENTS
  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
