This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Hernando County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence.in all aspects of their work.
Acts as back-up for the daily bank deposit as needed and related coding information for input into FLAIR. Enters deposits within 5 working days from the original transaction date into FLAIR per DOH policy and procedure.
Acts as lead trainer for Fiscal department for Accountant I and Fiscal Assistant positions. Including AOD (purchasing), deposits, accounts payable, posting payments, EARs, CHD policies & Procedures, etc.
Creates Journal Transactions in FLAIR for payment processing and also for expenditure corrections (TR58) and encumbrance corrections (TR06).
Act as “Contract/ Grant Manager” for Hernando CHD. Complete all required state training for Contract Manager position including mandated classes and FCCM certification. Acts as Contract Manager when approving encumbered requisitions in MFMP system. All invoices to be signed, notes completed and approved in MFMP within 48 hours of receipt in MFMP.
Certified contract managers are responsible for:
Assist Finance and Accounting Administrator in the development and monitoring of annual budgets for each department/program, works to coordinate the strategic plan with the annual budget, designs and /or approves methods of budget control and fund accounting. Ensures that all reports are valid and reflect a true and accurate financial position statement.
Interprets financial data, performs financial analysis and prepares recommendations for administrative and operating management personnel.
Assists in the development of EH and Medical long and short- range plans for the health department including projected needs in revenue, budget, and facilities.
Acts as backup for posting Medicaid, Medicare, third party and client payments as received. Keeps abreast of policy / procedure changes and updates in reference to HMO’s Medicaid, Medicare, and other payer sources. Ensures good communication between Hernando Hub and external CHDs, keeps Supervisor aware of any issues or concerns, acts are liaison for external CHDs to ensure billing is performed accurately following all state billing policies and procedures.
Manages office supplies for Administration, School Health, Preparedness, Fiscal, HR, IT and Public education staff. Complete refund request documentation within 2 business days of receipt and forward to Business Manager for final approval. Serves as backup to staff responsible for processing, opening, and distributing US mail and courier mail, in absences and to prevent backlog.

Required Knowledge, Skills, and Abilities:
Qualifications:
Must have at least 2 years of verifiable supervisor experience.
Must have at least 2 years of verifiable accounting experience.
Preferred experience in FLAIR.
Preferred at least one year of verifiable contract management experience.
