The Role
Millions of Americans navigate a social safety net that too often works against them - confusing enrollment, broken eligibility systems, policies that never reach the people they're meant to serve. Propel exists to change that. And increasingly, the path to change runs through the states that administer these programs.
When Propel builds credible relationships with state agencies, we don't just grow the business - we create direct pathways to improving life for the people we serve. A state that understands how its users are falling through the cracks can actually fix it. But that requires state leaders to know what Propel sees and trust the source.
The Growth & Insights Lead will make that possible by reaching the right agency decision-makers, producing insights grounded in real user experience, and developing messaging that earns trust in a complex public sector environment. This is a full-cycle role: the right person will generate the idea, pull the data, and take it all the way to market themselves. Success isn't just a pipeline. It's Propel becoming a voice that shapes how states think about benefits delivery, and through that, meaningfully improving the safety net for the people who depend on it most.
Here's how you'll impact the company:
Build a pipeline that marketing actually drives. Plan and execute multi-channel campaigns (LinkedIn, email, webinars, events) that get the right state agency decision-makers into conversations with our partnerships team — and track marketing's measurable contribution to qualified pipeline.
Turn user data into insights that open doors. Design and run Propel's survey infrastructure end-to-end — from quick-turn national surveys to tailored state-specific studies — and use AI-assisted analysis to identify the 1–2 findings that actually matter and package them for policy, media, and partner conversations.
Make Propel the voice states trust on benefits delivery. Develop differentiated messaging and positioning for state agency leaders, program administrators, and frontline staff — ensuring Propel shows up consistently and compellingly across every touchpoint.
Be a true partner to the partnerships team, not a support function. Produce high-quality collateral (one-pagers, decks, briefs, thought leadership, case studies) that plug directly into active partnership opportunities, and use AI tools to customize materials for specific states and agencies without rebuilding from scratch each time.
Requirements
7+ years of experience in insights, marketing, growth, or strategy - ideally with exposure to the public sector or government-adjacent work
Demonstrated experience running full-cycle campaigns across channels (LinkedIn, email, events, webinars) with measurable results
Strong research and data analysis skills - you've designed surveys, synthesized findings, and packaged insights for non-technical audiences
Exceptional written communication; you can distill complex ideas into compelling narratives for diverse audiences
Experience producing sales-facing collateral (decks, one-pagers, briefs) that directly supports deal progression
Comfortable working cross-functionally and influencing without authority — especially alongside a sales or partnerships team
Fluent in AI tools as a productivity multiplier for research synthesis, content production, and campaign iteration
Working knowledge of the public benefits landscape - SNAP, Medicaid, eligibility systems, or adjacent programs
Familiar with the regulatory environment and stakeholder dynamics in state government
Thrives in a lean, high-ownership environment where you're expected to drive outcomes independently

Propel builds compensation bands referencing the 75th percentile of compensation for companies like us. Expected compensation for the role as scoped is $150,000 - $180,000 and will be based on how a candidate matches to our internal leveling guide.
