The General Services Department (GSD) supports the operations of state government by providing essential services, including procurement, risk management, facilities management, transportation services, and printing services. GSD's State Purchasing Division (SPD) is responsible for managing centralized purchasing throughout the State with a significant number of public procurement activities under its care and control. SPD focuses on providing cost-effective products and services through competitive, open and transparent purchases. SPD issues statewide pricing agreements and cooperative contracts that are made available for use by NM Governmental entities for over $6 billion dollars expended annually. SPD is charged with ensuring compliance with the State Procurement Code, which exists to create an open, fair and competitive procurement process. The role and responsibilities of SPD play an integral part in providing optimum value and quality services to the State.

Why does the job exist?
This position exists to provide expert oversight and continuity for complex information technology (IT) procurements within the State Purchasing Division (SPD). The role ensures all IT-related procurements, such as Invitations to Bid (ITBs), Requests for Proposals (RFPs), Sole Source Procurements, Statewide Price Agreements and cooperative contracts are completed accurately, efficiently and in full compliance with the New Mexico Procurement Code and GSD rules.
How does it get done?
Key responsibilities include:- Managing and supervising staff responsible for IT procurements.
- Providing technical guidance to assigned state agencies on complex and high-value procurements.
- Ensuring all procurements are fair, competitive, and compliant with state laws and regulations.
- Officiating bid openings (in person or remotely).Developing scopes of work and evaluation criteria.
- Reviewing bids and proposals and determining vendor compliance prior to award.
- Recommending resolutions to vendor protests and related disputes.
- Supporting continuous process improvement, staff training and consistency in applying procurement laws and procedures.

Minimum Qualification
Bachelor's degree in business administration or a related field and ten (10) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Sitting, standing, bending, lifting and reaching overhead may be required. Ability to lift 25 lbs.
