Haury Law and Public Policy Public Education Director

Arizona Institute for Resilience at the University of Arizona is in search of a Haury Law and Public Policy Education Program Director.

The Director will assess of the need for and design of these programs; develop delivery modes that match relevant audience needs; inventory and provide access to existing related initiatives locally, regionally and nationwide; engage UA faculty, tribal and other community knowledge holders who can contribute to the content and design of programs; conduct research about and develop a suite of materials based upon these resources that will elevate campus and public knowledge; promote critical thinking about complex law and policy issues and underlying factual assertions; and model respectful engagement regarding law and public policy matters of contemporary concern in ways that inspire public trust and reliance, and that may transcend information “siloes.” The Director will exercise considerable latitude in determining appropriate objectives and approaches, under the guidance of the Haury Program Executive Director, and will be primarily responsible for all administrative aspects of the program design and delivery, in cooperation with relevant UA support staff.

The Director will seek to leverage existing University expertise and resources devoted to these ends, create, and fortify partnerships that can most effectively and efficiently perform this work, and advance the University’s research, education, outreach and land grant responsibilities. The Director will also use their law and policy expertise to influence others to consider new concepts and approaches and transfer knowledge and application of complex concepts to peers.

• Research and Program Development:

• Research intricate and multifaceted issues including but not limited to; public policy, environmental resilience research, tribal environmental laws and policies.
• Develop, design and deliver program content to educate and bring awareness to communities regarding law and public policy.
• Assess the effectiveness of public programming regarding law and policy developments. Provide feedback and make recommendations to Executive Director about program content.
• Work within budget with limited resources and may make recommendations regarding expenditures.

• Community Outreach and Education Research:

• Analyze, write, and otherwise provide information of use to non-lawyers about emerging legal scholarship and other academic writing regarding environmental resilience law and policy developments.

• Program updates and Continuation:

• Create, curate, and regularly update a comprehensive on-line Information Hub that will provide ready public access to law and policy developments that affect research, education, outreach and on-the-ground environmental resilience work, e.g. federal legislative developments and judicial responses, Executive Orders, status of EPA and other administrative agency regulations, federal funding of selected forms of environmental resilience initiatives, reorganization of federal agencies, relevant state and tribal regulation, treaties -Stay up to date on the newest policies and legal news.

• Creation of Media and Materials:

• Moderate, schedule, advertise, coordinate delivery of, and assess effectiveness of public programming regarding law and policy developments regarding environmental resilience research, education, outreach, and on-the-ground solutions, including programs on tribal environmental laws and policies (e.g. creation of “podclasses,” webinars, workshops, conferences, public lectures).

• Additional Duties may be assigned.

Knowledge, Skills and Abilities:

• Sophisticated knowledge of American constitutional and administrative law and government, experience with, or education about, application of law to environmental regulation and policy issues, and ability to expand and apply knowledge as relevant to tribes.
• Sophisticated knowledge of American constitutional and administrative law and government, preferably gained with successful completion of a Juris Doctorate or S.J.D. degree, and prior training or experience with law and governance issues, and ability to expand and update knowledge relevant to programming.
• Knowledge of tribal data sovereignty and other tribe-specific aspects of respectful engagement on resilience issues.
• Ability to work effectively with faculty, students, administrators, and other key campus partners, including the Arizona Institute for Resilience, to create core UA education partnerships relevant to law and public policy as related to resilience.
• Ability to work within, and to advance Haury Program mission and values, including respect for partners and recognition of Haury’s unique campus and outreach roles as defined by its most recent statement of its work in “Haury 3.0".
• Ability to navigate University and external administrative complexities and requirements, to pivot and adapt to abrupt law and policy developments, to forge trust-based relationships with people with whom Haury works on and off campus, to promote a healthy and respectful exchange of ideas on controversial topics, and to be a consistent and hopeful voice for positive and realistic steps to meet grave environmental resilience challenges facing communities during globally stressful times.
• Ability to coordinate with Arizona Institute of Resilience and the Office of Research and Partnerships HR, Business and Communications for assistance to perform all the above essential tasks including: use of University systems to host webinars with multiple presenters, create survey instruments to obtain feedback after educational events, design and send out UA branded invitations to events, post on social media and update existing websites or working with UA IT to develop new websites, compensate outside speakers and arrange their travel, hotel etc. as some examples.
• Demonstrated facility in keeping current and being able to synthesize and provide timely, accurate and accessible assessments of law and policy developments as they relate to resilience and environmental challenges.
• Ability to work across disciplinary, cultural, governmental (including tribal governments), ideological, and other barriers to collaboration in ways that inspire trust and model respectful engagement regarding complex matters of law and public policy.
• Strong skills in legal research, writing, and communication.
• Ability to design and develop “beyond the traditional classroom” education modalities, delivery vehicles, and communication pathways (e.g. conferences, webinars, websites, podcasts, social media, information hubs).
• Ability to perform job responsibilities primarily independently with little to no supervision, addressing tasks that are strategic in nature, varied, and may require the development of new approaches, methods, or techniques, requiring significant intellectual innovation, flexibility, and creativity.
• Ability to use AI as it evolves, in a manner that may enable more efficient and powerful performance for the above tasks.

• Juris Doctor (JD) in American Law

• In addition to resume and cover letter, please be prepared to attach 2 additional documents: a writing sample that demonstrates knowledge of American constitutional and administrative law and government, preferably with environmental or tribal law and governance issues; and an example of educational event on the topic of law and policy, for which you played a role in the program organization, content, and/or presentation.
