Role Overview
We are seeking an experienced Executive Director – Human Capital Center of Excellence (CoE) to lead the design, governance, and continuous enhancement of the organization's workforce planning, rewards, and operational excellence frameworks.
The role will be responsible for developing scalable Human Capital practices that support a large workforce population, ensuring organizational effectiveness, workforce sustainability, operational efficiency, and alignment with strategic growth objectives. The successful candidate will bring extensive experience in workforce planning, compensation and rewards, organizational governance, and HR operational excellence within large and complex organizations.
Key Responsibilities
Workforce Planning & Manpower Management

Lead enterprise-wide workforce planning and manpower strategies aligned with organizational objectives

Develop workforce forecasting models to support large-scale hiring initiatives and organizational growth

Establish manpower governance frameworks and monitor workforce utilization and productivity

Partner with business leaders to ensure optimal workforce allocation and resource planning. Rewards & Compensation

Lead the design and governance of compensation, benefits, grading, and rewards frameworks

Conduct market benchmarking and ensure competitive and equitable reward practices
-
Develop reward strategies that support attraction, retention, and performance objectives

Ensure compliance with organizational policies and regulatory requirements. Operational Excellence & Governance

Establish Human Capital policies, standards, governance frameworks, and operational procedures.

Lead process improvement and operational excellence initiatives across Human Capital functions.

Drive workforce analytics and reporting to support executive decision-making.

Develop KPIs, dashboards, and governance mechanisms to measure workforce effectiveness and operational performance.

Promote continuous improvement and best practices across Human Capital operations. Strategic Leadership

Lead and develop high-performing teams across the Center of Excellence function

Provide strategic advisory support to executive leadership on workforce-related matters

Ensure Human Capital programs and frameworks support organizational transformation and future workforce requirements
Requirement

Bachelor's degree in Human Resources, Business Administration, Industrial Engineering, Organizational Development, or a related field

Master's degree preferred.

12+ years of progressive Human Capital experience, including at least 5 years in a senior leadership role.

Proven experience leading Workforce Planning, Rewards, Compensation, Organizational Effectiveness, or Human Capital Center of Excellence functions.

Demonstrated experience supporting large workforce populations, preferably 3,000+ employees

Strong expertise in manpower planning, workforce analytics, compensation and benefits, and HR governance

Experience within education, government, healthcare, retail, aviation, or other large-scale workforce environments is highly preferred

Strong analytical, strategic planning, and stakeholder management capabilities
