ROLE PURPOSE:
The role holder is responsible for implementing best HC practices by directing, managing and supervising entire HC functions/Team. The role holder is responsible for building & executing the HC Strategy in align with Company strategy, policies and related regulations.
KEY RESPONSIBILITIES:

Develop and lead the Human Capital Strategy in alignment with long-term business strategy.

Partner with executive leadership to translate investment, development, and operational priorities into workforce, talent, organizational capability, and leadership strategies.

Lead organizational design and restructuring initiatives, ensuring alignment of organization structures, spans of control, governance models, and operating frameworks with strategic business objectives

Drive the development of a future-ready workforce by identifying critical capabilities, emerging skill requirements, and leadership needs to support the organization’s growth and transformation agenda.

Oversee the development and execution of annual and long-term Human Capital business plans, budgets, and strategic initiatives.

Oversee Human Capital risk management activities, including workforce risks, leadership succession risks, talent retention risks, labor law compliance, and organizational continuity planning.

Drive Organizational Effectiveness by continuously evaluating organizational structures, operating models, workforce productivity, and role optimization to support business performance.

Lead Talent Management and Succession Planning strategies to strengthen leadership pipelines and ensure continuity for critical and business-essential positions.

Ensure Human Capital strategies support ESG objectives, responsible employment practices, and sustainable workforce development.

Champion Employee Experience, Culture, and Engagement strategies that enhance organizational performance, retention, productivity, and employer brand positioning.

Utilize People Analytics, workforce insights, and market intelligence to support data-driven decision-making and continuously improve Human Capital effectiveness.

Lead Human Capital Digital Transformation initiatives by leveraging technology, automation, and AI-enabled solutions to enhance workforce experience and HC service delivery.

Ensure Human Capital strategies support the successful delivery of strategic projects, organizational transformation initiatives, and long-term value creation objectives.

Build and maintain strategic relationships with internal and external stakeholders to support organizational priorities and drive successful execution of people initiatives.

Monitor and report Human Capital performance, workforce risks, strategic KPIs, and organizational trends to executive leadership, ensuring timely interventions and continuous improvement.

Support executive management and relevant Board Committees through the provision of Human Capital insights, workforce analytics, succession planning updates, and organizational effectiveness reporting

Serve as a strategic advisor to executive leadership and business units, ensuring people’s priorities enable the successful delivery of the organization’s investment, development, and operational objectives.

Provide executive oversight of all Human Capital functions, ensuring alignment, integration, and service excellence across Talent Acquisition, Talent Development, Total Rewards, Employee Relations, and HC Operations.

Lead workforce governance and headcount control processes to ensure optimal workforce utilization, budget discipline, and alignment with approved business and growth plans.

Drive organizational capability and leadership development initiatives to ensure the availability of critical skills and future-ready talent required to support the organization’s long-term strategy.

Oversee the implementation of Human Capital programs and initiatives, ensuring consistent execution, governance, and compliance across the organization.

Champion the development of a high-performance culture that promotes accountability, innovation, collaboration, and continuous improvement.

Guide the design and execution of employee engagement, wellbeing, and retention initiatives to strengthen employee experience and organizational commitment.

Manage the performance of the department’s employees, define workforce requirements, ensure recruitment, training, development, and retention of talent to achieve business objectives.

Build leadership pipelines and accelerate the development of high-potential talent to support future organizational needs.

Prepare and recommend the Department’s budget in alignment to the respective annual business plan.

Monitor the Department’s financial performance against the approved budget, identify areas of unsatisfactory performance (if any), and recommend mitigating actions.

Manage the development and implementation of Departmental policies, systems, processes and procedures to ensure operational excellence.

Identify and manage the implementation of improvements to ensure compliance with Company’s standards and regulatory requirements that are aligned to business needs to increase operational effectiveness.
KNOWLEDGE & EXPERIENCE:

Bachelor’s degree in business administration, HC, or equivalent from a recognized and accredited university is required.

Master’s degree in business administration, HC, or equivalent from a recognized and accredited university is preferred.

Experience leading Human Capital functions within real estate, development, infrastructure, construction, investment, or similarly complex organizations is preferred.

SHRM-SCP, SPHR, FCIPD, or equivalent professional HC certification preferred.

15+ years’ experience, with at least 5-7 years at senior level
