Head - Facilities Management

Job Summary: The role will focus on owning the technical and operational strategy for FM maintenance across the portfolio. Lead pre-bid/site surveys and translate findings into scope, methodology, staffing, costs, risks, and delivery plans used in proposals and project mobilizations. Leads the HFM teams and manages their performance. Is responsible for the safety of all the employees in his section and contributes to the general safety of the entire We One’s workforce.


Key Accountabilities:

1. Strategy

  • Actively participate in the commercial activity of the department from lead generation to bid estimations and budget elaboration.
  • Generate and defend results as per plans and financial targets through the effective allocation of resources and operational planning.
  • Oversees and participates in all project life cycle, including project scope, goals, execution and deliverables.
  • Designs the structure of the team combining expertise, experience and efficiencies.
  • Elaborates and maintains the risk management of the section


2. Management of operations

  • Ensures the correct assignment of resources (human and material) to those projects and contracts, including pre-tender site surveys and validate asset condition assessments.
  • Coaches, mentors, provides feedback, communicates expectations, oversees and evaluates the team members.
  • Develops and implements comprehensive hard services maintenance plans, including PPM schedules, reactive maintenance procedures, predictive maintenance strategies and capital improvement projects. Responds for their operational implementation. Defends and evaluates contractual SLA/KPI and make improvement plans using SFG20/CIBSE/ASHRAE and local codes (incl. UAE Fire & Life Safety Code/DCD) to manage contract cost and results.
  • Stays aware of the latest trends in the market. Studies and evaluates new maintenance procedures, techniques, and equipment for possible implementation; attends and participates in conferences if required.
  • Ensures budgets of all projects are adhered to and accurate invoicing and collection in the prescribed time are achieved
  • Provides technical leadership during mobilizations.
  • Owns the technical content of value engineering options (energy retrofits, lifecycle strategies, reliability-centered maintenance, IoT/condition-based maintenance).
  • Govern CAFM standards (asset registers, tagging conventions, response/rectification times, reporting dashboards).


3. Business Development

  • Establishes and maintain effective business relationships with existing customers, suppliers and subcontractors, ensuring high levels of customer satisfaction.
  • Identifies, research and targets new business opportunities.
  • Participates on the development of solid quality proposals that meet the requirements of the customers and establish the best possible chance of winning or renewing contracts. Technically approves operational and cost inputs with the BD team.
  • Participates in the vendor/OEM qualification and performance benchmarking.


4. HSEQ and Compliance

  • Ensures all safety standards are adhered to, minimizing accident risk.
  • Complies to all U.A.E. Laws and associated governing bodies
  • Ensures quality is compliant to all international standards.


Qualification, Experience and Skills:


  • Bachelor’s in Mechanical/Electrical/Civil/Building Services Engineering (Master’s preferred)
  • 15 years in a Technical Services Capacity
  • 8 years in a Managerial Role
  • At least 3 years in a Senior Role
  • UAE Driving License (Required)


Skills Required:

  • HFM technical lead. Local regulatory environment. Deep knowledge of HVAC, electrical, plumbing/drainage, fire life-safety, ELV (BMS, CCTV, access), civil/fit-out interfaces (preferably)
  • Standards: SFG20, CIBSE, ASHRAE, NFPA, ISO 41001/9001/14001/45001; UAE DCD code familiarity
  • Costing & BOQ review, lifecycle/CapEx vs OpEx trade-offs
  • Tools: CAFM, MS Project/Primavera, AutoCAD/REVIT (read-only), Condition monitoring basics (thermal imaging, vibration).
