Accountable for driving the health care organization through management of planning and execution of all financial functions in Dar AlShefa. Ensuring financial statements and reports are prepared accurately, timely, and efficiently according to the applicable statutory accounting standards and DAR ALSHEFA policies. Drive for efficiency and service excellence, leveraging scale and incorporating value-added services in order to provide best-in-class support to the organization. Ensure expert advice, support and coordination in the financial & administrative field for DAR ALSHEFA activities in order to contribute to the quality of decision-making and the optimization of financial results within DAR ALSHEFA strategy.


- KEY ACTIVITIES AND RESPONSIBILITIES

  • Formulate and implement a finance strategy, plans, and budget in line with the Dar AlShefa strategy and as befitting the department.
  • Lead and manage the accounting business & budget planning process, providing guidelines, communicating with all departments to coordinate the overall process, and ensuring that requirements are met on a timely basis in accordance with DAR ALSHEFA management expectations.
  • Represent DAR ALSHEFA in key government bodies/ministries/SBAHI, resolve any issues related to the Zakhat/VAT process and respond to queries, and monitor compliance in order to ensure that all DAR ALSHEFA processes are risk-free and compliant with regulations.
  • Optimizes cash flow, manages liquidity, and oversees investment opportunities to maximize returns and ensure financial stability.
  • Monitor changes in accounting standards, coordinate and get approvals for policy changes to keep aligned with the external environment and customer needs, and develop best practices in order to ensure risk-free processes and best-in-class.
  • Plan staff career needs, work with HR on transitions, drive training and skill development of the team, and drive recruitment, performance management, and career development in order to lead a capable and motivated team.
  • Design management reporting tools based on input from departments and management on reporting priorities, including the finance dashboard, financial statement structure, report templates, and reporting guidelines.
  • Maintain relations and oversee communications.
  • Produce timely and accurate periodic and predefined financial management reports.
  • Direct and manage the timely processing of invoices and payments as per accounting procedures.
  • recommend dividend distribution as per dividend policy
  • Oversee reconciliation of purchase orders and receipts as a check for accuracy in payments.
  • Monitor performance of cash/billings reconciliation as per standard accounting procedure.
  • Direct and manage bank accounting and handling of insurance claims and policies, ensuring compliance with DAR ALSHEFA guidelines governing these areas.
  • Create and maintain adequate relationship management with external auditors for statutory and management audits.
  • Produce periodic and as-needed reports for General Manager reviews.
  • Update the General Manager on a regular basis on the execution and progress of assigned tasks and any significant finance issues that arise.
  • Undertake any other tasks as assigned by the general manager from time to time.
  • Performs any other related activities upon request from the general manager.


Qualifications


  • Strong finance-based analytical skills
  • 7-10 years of finance experience
  • CPA or MBA preferred but not required


Technical Skills

  • Knowledge of International Financial Reporting Standards (IFRS) and SOCPA / Zakat, VAT & Customs Authority
  • Accounting Standards and Practices.
  • Statutory, Legal, and Compliance Requirements.
  • Knowledge of CBAHI and Ministry of Health care policy and procedure.
  • Knowledge of the health care sector.
  • Excellent knowledge of accounting principles and procedures in receivables & payables applied in DAR ALSHEFA.
