Purpose
The Head of Finance, Accounting & Administration leads the financial governance, accounting operations, administrative coordination, and regulatory-compliance functions of the Group. Reporting directly to the Chief Executive Officer, the role is the primary financial authority below the executive layer — accountable for the integrity of financial reporting, the strength of internal controls, and the discipline of administrative and regulatory compliance across the parent company and its subsidiaries. The appointment will enable the organisation to transition from reactive transaction management toward strategic financial planning, capital discipline, and audit-grade governance.

Key Responsibilities



Financial Governance & Reporting
  • Own end-to-end financial governance of the parent company and its subsidiaries, including financial reporting, budgeting, audit coordination, and internal controls.
  • Lead monthly, quarterly, and annual financial reporting to the CEO, the Board of Directors, the Executive Committee, the Audit Committee, and other governance bodies as required.
  • Ensure compliance with International Financial Reporting Standards (IFRS) and Omani statutory reporting requirements across all entities.
  • Develop and maintain the Group Delegation of Authority (DOA) matrix for financial and administrative approvals, in coordination with the CEO and the Board.
  • Establish and enforce a structured month-end and year-end close calendar with documented sign-offs at each control point.

Accounting Operations & ERP Ownership

  • Supervise ERP financial operations and ensure data integrity across all accounting entries, modules, and reconciliations.
  • Oversee accounts payable, accounts receivable, journal entries, fixed-asset accounting, intercompany reconciliations, and payroll execution.
  • Lead the development of accounting policies, procedures, and process documentation that meet Big-4-grade audit and governance standards.
  • Ensure the segregation-of-duties framework is enforced across the team, with a documented control-environment matrix.
  • Coordinate with the investment function on the financial structuring and accounting treatment of investments, while preserving independence between investment decisions and financial reporting.

Treasury, Cash Flow & Banking

  • Oversee cash-flow management, working-capital planning, banking relationships, and short-term liquidity across the Group.
  • Lead debt-collection strategy and credit-control policy, including formal escalation protocols and aged-receivables reporting.
  • Manage banking facilities, financing arrangements, and debt-service schedules in coordination with the CEO and the investment function.
  • Develop multi-scenario cash-flow forecasting (operating, investing, financing) at quarterly and annual horizons.

Strategic Financial Planning & Decision Support

  • Lead annual budgeting, multi-year financial planning, and rolling forecast cycles, with variance analysis and management commentary.
  • Support Business Development with tender pricing, bid economics, and project costing models.
  • Support the investment function with feasibility analyses, business-case modelling, and IRR / NPV / payback evaluations on opportunities.
  • Build and maintain a Group financial model linking operating performance, capital structure, and investment activity.
  • Prepare strategic finance papers for Board, Executive Committee, and Audit Committee decision-making.

Audit, Risk & Internal Control

  • Coordinate external audit, internal audit, and tax / VAT audits — owning the relationship with audit firms, internal auditors, and the Audit Committee.
  • Lead the design, implementation, and continuous improvement of the internal control framework across financial and operational processes.
  • Maintain a Group risk register for financial, regulatory, and operational risks, with documented mitigation plans and escalation routes.
  • Ensure timely closure of audit observations and management-letter points, with traceable evidence retained for governance review.Administration Function Leadership
  • Manage the Administration function — document control, office coordination, internal follow-up mechanisms, and inter-departmental administrative support.
  • Lead the Office Manager / Administrator and ensure that administrative coordination across the Group is structured, traceable, and audit-ready.
  • Establish and own the Group document-control standards, retention schedules, and confidentiality protocols.
  • Ensure that administrative support to project leaders, Business Development, and senior leadership is delivered on a structured rather than ad-hoc basis.

Government Relations & Regulatory Compliance

  • Supervise the Government Relations Officer (PRO) on all compliance, documentation, and ministry-liaison matters.
  • Ensure that all government registrations, renewals, regulatory submissions, and labour-related documentation are managed proactively against published deadlines.
  • Maintain a regulatory-compliance calendar covering Omani labour law, commercial registration, VAT, sector-specific regulations, and SAOC governance obligations.
  • Escalate strategic, high-risk, or exceptional regulatory matters to the CEO and the Board on a timely basis.

Team Leadership & Capability Development

  • Build, develop, and lead the Finance, Accounting & Administration team — currently planned at five roles (Senior Accountant, Junior Accountant, Office Manager, Tender / Project Specialist, Government Relations Officer).
  • Set objectives, conduct quarterly performance reviews, and manage the team's development plans in line with the Group's Performance Management Framework.
  • Coach the junior accounting layer toward full JD coverage; close any documented competency gap on core accounting principles within an agreed timeline.
  • Establish a structured succession-planning view for finance and administration roles to mitigate concentration risk.


Requirements

Minimum Qualifications
  • Bachelor's degree in Accounting, Finance, or a related field.
  • Professional qualification — CPA, ACCA, CMA, or CA — required.Minimum eight (8) to ten (10) years of progressive finance experience, including at least three (3) years in a leadership or department-head role.
  • Demonstrable experience leading a finance function in an SME, investment-driven organisation, holding company, or comparable multi-entity environment.
  • Strong working knowledge of IFRS, ERP financial systems (Odoo or comparable), and end-to-end financial control frameworks.
  • Track record of audit ownership — external audit, internal audit, and Audit Committee reporting at Board level.
  • Fluency in English required; working proficiency in Arabic strongly preferred for ministry liaison, board materials, and team management.

Preferred Qualifications

  • Big-4 audit, advisory, or financial-controller experience.
  • Exposure to investment, real-estate, oil-and-gas service, or operating-business sectors active in the Sultanate of Oman or the GCC region.
  • Familiarity with Omani Commercial Companies Law, SAOC governance requirements, and OPAL or sector-specific regulatory frameworks.
  • Experience designing and implementing a Delegation-of-Authority matrix, internal-control framework, or finance-transformation programme.
  • Working knowledge of VAT, Withholding Tax, and other Omani tax and statutory filings.
  • Experience as a hiring manager, including building a team from a structural redesign baseline.
