Job Title: Head of HSE

Department: Health, Safety & Environment
Reporting To: Managing Director / Project Director

Job Purpose:
The Head of HSE is responsible for developing, implementing, and managing the company’s Health, Safety, and Environmental strategies, policies, and programs. The role ensures that all operations comply with local regulations, international standards, and company objectives to promote a safe and sustainable work environment across all projects.

Key Responsibilities:

  • Lead and oversee all HSE activities across projects and company operations.
  • Develop and implement company-wide HSE management systems, procedures, and policies.
  • Ensure compliance with national and international safety standards (e.g., ISO 45001, ISO 14001).
  • Conduct regular audits, inspections, and risk assessments to identify and mitigate hazards.
  • Monitor and analyze incident trends, ensuring corrective and preventive actions are effectively implemented.
  • Provide expert guidance and training to project teams, supervisors, and workforce on HSE best practices.
  • Review and approve project-specific HSE plans, method statements, and risk assessments.
  • Lead investigations into accidents and near misses, ensuring thorough reporting and lessons learned dissemination.
  • Liaise with clients, consultants, and regulatory bodies on all HSE matters.
  • Promote a culture of continuous improvement and safety awareness throughout the organization.
  • Prepare and present HSE performance reports to senior management.
  • Supervise and mentor HSE Managers and Officers across multiple sites.

Qualifications & Skills:

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • Minimum 15 years of experience in HSE management, with at least 5 years in a senior leadership role.
  • Strong background in construction, oil & gas, or heavy infrastructure sectors.
  • Professional certifications such as NEBOSH, IOSH, ISO 45001 Lead Auditor, or equivalent.
  • In-depth knowledge of local HSE laws, regulations, and international standards.
  • Excellent leadership, communication, and analytical skills.
  • Proven ability to manage multiple teams and large-scale safety programs.
  • Proficiency in MS Office and HSE reporting systems.
