Our client is a group company and a conglomerate of various business/industries who are looking to hire an Omani Head of HR for their company. The Head of HR will lead and oversee the human resources function across the group, driving people strategy aligned with business objectives. The role ensures effective talent management, organizational development, compliance with Omani labor laws, and the creation of a high-performance culture across diverse business units.
Key Responsibilities
1. Strategic HR Leadership

Develop and implement the Group HR strategy aligned with overall business goals.

Act as a strategic advisor to the Group MD and senior leadership on all people-related matters.

Drive organizational design, restructuring, and workforce planning across entities.

Lead change management initiatives, including digital transformation and culture shifts.
2. Talent Acquisition & Workforce Planning

Oversee group-wide recruitment strategies to attract top talent.

Ensure effective workforce planning aligned with growth projections.

Promote employer branding initiatives within Oman and internationally.

Drive Omanization targets in line with government regulations.
3. Performance Management & Rewards

Design and implement performance management systems across the group.

Establish KPI frameworks and performance appraisal processes.

Lead compensation and benefits strategy ensuring market competitiveness and internal equity.

Oversee incentive programs, bonus structures, and retention strategies.
4. Learning & Development

Develop leadership development and succession planning frameworks.

Identify training needs and implement capability-building programs.

Promote continuous learning culture across all levels.

Establish graduate programs and talent pipelines.
5. Employee Engagement & Culture

Foster a positive organizational culture aligned with company values.

Lead employee engagement initiatives, surveys, and action plans.

Handle employee relations, grievance management, and disciplinary processes.

Promote diversity, inclusion, and well-being programs.
6. HR Operations & Governance

Ensure efficient HR operations across payroll, HRIS, policies, and procedures.

Standardize HR policies across subsidiaries while allowing flexibility for business needs.

Implement HR analytics and reporting systems for data-driven decision-making.

Oversee HR budgets and cost optimization initiatives.
7. Compliance & Legal

Ensure compliance with Oman Labor Law and other regulatory requirements.

Liaise with government bodies on employment-related matters.

Manage risk related to employment practices and legal disputes.

Ensure proper documentation, contracts, and HR governance frameworks.
8. Stakeholder Management

Partner with business heads to align HR initiatives with operational needs.

Build strong relationships with external stakeholders (consultants, regulators, training providers).

Support board-level reporting on HR metrics and organizational health.
Key Qualifications & Experience
-
Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).

15+ years of HR experience, with at least 5–7 years in a senior leadership role.

Experience in a group/multi-entity environment would be an advantage
-
Strong knowledge of Oman Labor Law and Omanization requirements.

Experience in leading large-scale transformation and organizational change initiatives.
