The Head of IT & Digital Infrastructure is a senior leadership role responsible for designing, implementing, securing, and governing the complete IT and digital ecosystem of J7 Emporium, one of Islamabad’s largest mixed use developments.

This position owns the strategic planning, operational resilience, cybersecurity posture, vendor governance, and team leadership of all technology platforms supporting the mall, serviced apartments, residential towers, tech zone, parking systems, and shared facilities.

The role is not an individual contributor-only position. The incumbent is expected to build, manage, and lead a structured IT team and outsourced partners to ensure 24×7 availability, scalability, and compliance of all mission critical systems.

2. Strategic Responsibilities

a. IT Strategy & Governance

1) Develop and execute a multi year IT & Digital Infrastructure roadmap aligned with business growth and smart city standards.

2) Establish IT governance, policies, SOPs, SLAs, and escalation frameworks across the project.

3) Prepare and manage annual IT budgets, capex/opex forecasts, and technology investment plans.

4) Advise CEO/COO on digital transformation, automation, and emerging technologies relevant to large mixed use assets.

3. Core Operational Responsibilities

a. Infrastructure & Network Management

1) Oversee enterprise grade LAN/WAN, fiber backbone, Wi Fi (guest, tenant, resident) networks supporting thousands of concurrent users.

2) Ensure high availability, redundancy, and failover for internet, core switches, firewalls, and data links.

3) Supervise data center / server room operations including cooling, UPS, power redundancy, rack management, and monitoring.

b. Systems, Servers & Cloud

1) Govern Windows & Linux server environments (on prem and cloud).

2) Implement backup, disaster recovery (DR), and business continuity (BCP) strategies.

3) Manage virtualization, storage, email platforms, identity & access management.

c. ERP, Applications & Analytics

1) Own ERP governance across HR, Finance, Leasing, Operations, and Management.

2) Oversee integrations with biometric attendance, access control, finance, and reporting systems.

3) Ensure availability of management dashboards, MIS, and analytics (Power BI or equivalent) through structured data pipelines.

d. Smart Building & Low Voltage Systems

1) Oversee IT coordination and integration for:

a) Building Management System (BMS)

b) CCTV & Video Management Systems

c) Access Control & Biometric Systems

d) Parking Management Systems

e) Digital Signage & Public Display Systems

2) Act as the IT authority during coordination with MEP, security, and facilities teams.

e. Cybersecurity & Compliance

1) Establish and enforce cybersecurity controls, SOC coordination, endpoint protection, and vulnerability management.

2) Ensure compliance with PCI DSS (where applicable), data protection standards, and audit requirements.

3) Lead incident response, forensic review, and post-incident remediation.

4. Team, Vendor & Stakeholder Management

a. Build and lead a multi tier IT team (Network, Systems, Helpdesk, Applications).

b. Define clear roles, KPIs, duty rosters, and on-call rotations.

c. Manage ISPs, system integrators, ERP vendors, OEMs, and AMC partners.

d. Negotiate contracts, SLAs, penalties, and renewals.

e. Conduct structured IT training and awareness programs for staff and tenants.

5. Availability & Support Model

a. Ensure 24×7 system availability through shift planning, standby rotations, and vendor SLAs.

b. This role is strategic and supervisory; it is not expected to provide continuous personal on-call support.

c. Any after-hours escalation will follow a defined standby and incident management framework.

6. Qualifications & Experience

a. Bachelor’s or Master’s degree in Computer Science, IT, Information Systems, or related field.

b. Minimum 7–10 years progressive experience in enterprise IT environments.

c. At least 3–5 years in a managerial or head of function role.

d. Proven experience handling large commercial assets, malls, hospitals, airports, tech parks, or smart buildings.

7. Certifications (Preferred)

a. CCNP / CCNA

b. Microsoft / Azure / AWS Certifications

c. ITIL

d. CISSP / CISM (added advantage)

8. Key Competencies
