The Opportunity

We are seeking a highly experienced and forward-thinking Head of Policies and Procedures to lead the development and governance of a robust, bank-wide policy framework.

This is a strategic role reporting to the Chief Operating Officer, responsible for ensuring that all operational policies and procedures are standardized, compliant, and aligned with regulatory expectations and the organisation’s risk appetite.

You will play a key role in shaping the operating model, driving efficiency, and enabling a scalable, well-governed organisation.


Key Responsibilities

Policy Governance & Framework Design

  • Lead the design, development, and ongoing enhancement of all operational policies and procedures
  • Establish and manage the policy lifecycle framework (creation, approval, communication, and archiving)
  • Define and oversee the policy approval matrix , including exceptions and waivers

Process Optimisation & Standardisation

  • Drive standardisation of process mapping across the organisation
  • Identify inefficiencies and eliminate redundancies to improve operational performance
  • Lead initiatives to modernise and digitise policies and procedures

Regulatory Alignment & Risk Management

  • Ensure all policies align with regulatory requirements and corporate governance standards
  • Collaborate closely with Risk, Legal, Compliance, and Internal Audit teams
  • Conduct gap analysis and ensure timely remediation of policy and control weaknesses

Implementation & Oversight

  • Monitor policy implementation across all business units
  • Develop and maintain bank-wide procedures in collaboration with stakeholders
  • Ensure consistency, clarity, and usability of all documentation

Policy Repository & Accessibility

  • Manage and maintain a centralised policy library
  • Ensure all policies and procedures are accessible, up-to-date, and properly version-controlled

Stakeholder Management

  • Work closely with senior stakeholders including COO, Risk, Legal, Compliance, Internal Audit, and Business Heads
  • Engage with regulators and external auditors as required


About You

Experience & Qualifications:

  • Minimum 10+ years of experience in banking operations, governance, or process management within Saudi Arabia
  • Strong understanding of SAMA regulations, Banking Control Law, and corporate governance frameworks
  • Proven experience in process engineering or business process management (BPM)
  • Professional certifications such as CBPP or CIA are highly desirable
  • Fluency in Arabic and English (essential)

  • Ability to translate complex regulatory requirements into practical, business-friendly processes
  • Excellent stakeholder management and communication skills
  • High attention to detail with strong analytical capabilities
  • Experience in digital transformation of policies and workflows is a strong advantage
